POSITION OVERVIEW
We are seeking an experienced Project Manager to provide expert oversight and technical direction for the implementation of a new county-wide public safety radio communications system. This role will focus on a P25-compliant, simulcast, trunked, encrypted 7–800 MHz voice and microwave communications network. The ideal candidate will have extensive experience managing large-scale Motorola public safety radio projects, ideally within a law enforcement environment.
The Project Manager will act as the client’s technical liaison, ensuring that the prime system contractor meets all contractual obligations—from system design and software integration through to acceptance testing and final cutover. This role requires strong leadership, deep knowledge of Motorola radio ecosystems, and the ability to coordinate cross-functional teams including consultants, internal staff, and vendor representatives.
KEY RESPONSIBILITIES
Oversee and validate the prime contractor’s system design, integration, and implementation activities.
Manage API development and integration using C, C++, Java, and ASP.NET for interfacing with logging and recording systems, CAD, GIS/CC Aware, and AMS platforms.
Direct subscriber cutover activities to the new radio system.
Participate in and oversee system acceptance testing, ensuring all technical and functional requirements are met.
Review and approve project schedules, milestone documentation, invoices, and change orders for contractual and budgetary alignment.
Track and report on open project issues, risks, and mitigation strategies.
Facilitate knowledge transfer and documentation review for technical and non-technical stakeholders.
Supervise and coordinate tasks assigned to radio consultants and other project staff.
Ensure compliance with FCC regulations, licensing requirements, and construction deadlines.
REQUIRED SKILLS & EXPERIENCE
10+ years of project management experience with Motorola public safety radio systems, preferably in a law enforcement or public safety agency.
Deep familiarity with:
P25 Digital Radio Systems (Phase I and Phase II standards)
APX, XTS, and XTL 2500/1500 mobile and handheld subscriber units
Fleet mapping, codeplug configuration, and programming parameters
MCC 7500 dispatch consoles (trunking and conventional)
Microwave radio systems and ISSI interfaces
ADP and AES encryption
FDMA/TDMA modulation schemes
Proven ability to read and evaluate radio coverage maps.
Hands-on experience with OTAP, OTAR, Radio Authentication, Radio Core, DSR, Radio Central, and Provisioning Manager.
Strong understanding of FCC regulations, compliance, licensing, and construction requirements.
Experience supervising technical consultants and internal staff.
Proficiency in C, C++, Java, and ASP.NET as they relate to API integration for public safety systems.
Excellent verbal and written communication skills, with the ability to present complex technical information to diverse audiences.
SCOPE OF WORK
Provide end-to-end project management for the new 7–800 MHz radio system implementation.
Ensure seamless integration of software APIs with key systems (NICE Logging & Recording, CAD, GIS/CC Aware, AMS).
Oversee subscriber device cutover and transition to the new infrastructure.
Lead participation in all system acceptance testing events.
Review all contractor deliverables, including schedules, milestone documents, and final invoices.
Manage open issues and drive timely resolution.
Conduct knowledge transfer sessions to ensure operational continuity post-cutover.
