MassDevelopment is seeking a Development Project Manager to join our high-performing Real Estate Division. This role is a unique opportunity to help shape the ongoing transformation of Devens, a 4,400-acre, master-planned community in north central Massachusetts, while also supporting the agency’s broader mission as the Commonwealth’s land bank.
From the revitalization of a former U.S. Army base into a thriving business and residential hub to strategic planning and property development, you'll work at the intersection of public interest, planning, and real estate innovation.
What You’ll Do
Lead real estate development projects including marketing, negotiations, permitting, and construction oversight for both residential and commercial sites at Devens.
Manage developer selection processes, including RFP development, review, and LDA negotiations.
Oversee planning initiatives by managing consultants, public engagement, and policy alignment.
Support zoning and policy updates, including bylaw reviews, public outreach, and town meeting coordination.
Conduct due diligence and feasibility analysis for new and ongoing projects.
Create and manage project budgets, pro formas, and schedules.
Coordinate cross-functional teams of agency staff, consultants, and external partners to ensure smooth execution of development activities.
Represent the agency in stakeholder meetings and prepare reports and presentations for senior leadership.
Collaborate with internal departments such as asset management, engineering, and operations to support Devens-wide initiatives.
Some travel within Massachusetts and occasional evening/weekend meetings are required.
What We’re Looking For
Bachelor’s degree in planning, real estate, finance, public policy, or a related field (or equivalent experience).
2+ years of relevant experience in project management; experience in planning, development, construction, or finance is a plus.
Familiarity with land use planning, zoning, and permitting.
Strong financial and analytical skills, including budget and pro forma development.
Proficiency in Microsoft Office, online databases, and project management tools (e.g., SmartSheet).
Excellent communication skills with the ability to work across diverse teams and communities.
Demonstrated commitment to diversity, equity, and inclusion.
Graphic or visual communication experience is a plus.
