Job Description:
I. DESCRIPTION OF SERVICES Texas Health and Human Services Commission requires the services of 1 Project Manager 1, hereafter referred to as Candidate(s), who meets the general qualifications of Project Manager 1, Project Management and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

The Texas Vaccine for Children Recruitment Manager is responsible for overseeing the recruitment and expansion efforts of the Texas Vaccine for Children (TVFC) program provider network. This position will develop and implement a provider recruitment team to provide oversight project activities including the provider enrollment for the TVFC program in Texas. The TVFC provider recruitment team will assess targeted recruitment strategies for healthcare providers to join the TVFC program. This position will be responsible for implementing a strategic plan to expand the TVFC provider network and increase immunization access statewide. Responsibilities of the team will also include conducting monthly TVFC provider recruitment webinars and meetings with program partners to provide guidance on recruitment activities for the TVFC program provider. In order to achieve the program goals and objectives, the TVFC recruitment team will build and strengthen partnerships with potential program providers, DSHS Public Health Region, local health department and stakeholders.

This position will lead a team of four Program Specialist IV Temporary Contractors in executing outreach strategies, monitoring recruitment effectiveness, and building partnerships to increase access to immunizations across Texas. The Manager will work closely with internal stakeholders, DSHS Responsible Entities (REs), and other external partners to achieve program goals and objectives.

(30%) Develop and implement strategic plans to expand the TVFC provider network and increase immunization access statewide. Provide direction and guidance to the Program Specialist IV Temporary Contractors to ensure alignment with program goals and objectives. Supervise and support a team of Program Specialist IV Temporary Contractors, including training and performance management. Foster a collaborative and inclusive work environment that promotes teamwork, professional development, and excellence in service delivery.

(25%) Maintain partnerships with DSHS Responsible Entities (REs), healthcare providers, and other stakeholders. Collaborate with partners to identify opportunities for programmatic expansion, resource sharing, and joint initiatives to enhance immunizations efforts. Establish metrics and key performance indicators (KPIs) to assess the effectiveness of recruitment activities and overall program performance. Regularly review and analyze recruitment data to track progress, identify challenges, and make data-driven decisions to optimize recruitment efforts.

(20%) Lead the development and implementation of comprehensive recruitment strategies to attract new TVFC providers across all regions of Texas. Analyze data and market trends to identify target populations and prioritize recruitment efforts effectively.

(15%) Provide Training, guidance, and technical assistance to Program Specialist IV Temporary Contractors and DSHS Responsible Entities (REs) on recruitment best practices, program requirements, and compliance standards. Support the development and dissemination of training materials, resources, and tools to enhance the capacity of partners and stakeholders.

(5%) Supports Vaccine Operation Unit and Immunization Section with project related tasks and deliverables. Represent the Vaccine Operation Unit in meetings, conferences, and other forums with stakeholders, partners, and government agencies. Serve as primary point of contact for inquiries, feedback, and concerns related to program operations and immunization services.

(5%) Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Proven experience in team management, including recruitment, training, supervision, and performance evaluation, to foster a high-performing and cohesive team
Knowledge of public health, health promotion and education.
Knowledge of program planning, administration and evaluation.
Knowledge of the use of Information Technology in healthcare.
Knowledge of public health registries
Effective team building skills
Effective writing and speaking skills
Excellent interpersonal skills and effective problem-solving skills.
Excellent project management skills. Skilled in problem solving; planning, organizing, developing, and implementing multiple projects/activities; managing staff and handling multi-faceted personnel issues; and in the use of word processing, spreadsheet, and presentation software programs (Word, Excel, FoxPro, PowerPoint).
Ability to plan, direct, coordinate, and supervise the work of others; to direct program activities; to interpret public health laws, rules, regulations, and recommendations related to immunizations; to establish goals and objectives; to train personnel; to evaluate administrative policies and procedures; to interpret DSHS policies and implement division procedures; to present technical information to a variety of individuals and groups; to work effectively with all people.
Ability to present technical information and to testify at hearings and public meetings; to identify and define user task needs; to communicate technical information effectively, in written and verbal form; to establish and maintain effective working relationships with others; to work with detailed data documents

Funding from the A.2.1 Strategy out of Immunization's COAG Grant is sufficient to cover the cost of a Recruitment Manager III in FY 24 and FY25 from April 1, 2024 through June 30, 2025 for a total cost of ***

FY24 350 Hours from July 1, 2024 - August 31, 2024 at ***
FY 25 1650 Hours from September 1, 2024 - June 30th, 2025 at ***
