Who we are and what we do: Strategic Technology Solutions provides direction, planning, resources, execution and coordination in managing the information systems needs of Tennessee's state government. How you make a difference in this role: Job Summary: Under direction of the Executive IT Director, supporting the Department of Safety and Homeland Security, within Strategic Technology Solutions, is responsible for leading medium to large information technology projects and provide leadership to a team of senior project managers and business analysts. Key Responsibilities: 1.
Project management - Responsible for all phases of the system development life cycle. Able to identify and drive business relevant projects with well-understood Key Performance Indicators (KPI) and ensure customer requirements are fulfilled. 2.
Build and lead a team of Project managers and Business Analysts. 4.
Deliver regular project status reporting to IT and executive leaders. 5.
Business Process re-engineering. 6.
Devise and document both functional requirements and technical specifications for the general system design based on the anticipated deliverables. 7.
Negotiate options with key stakeholders to ensure the optimum solution is selected. 8.
Perform value-based justifications for recommended actions and IT solutions, while considering finance and budgetary implications. 9.
Communicate the recommended changes and obtain buy-in from the agency member community, including the respective members of Management. 10. Build and maintain positive working relationships with agency executive leadership and all project sponsors. Minimum Qualifications: Bachelor's degree in an IT related field or business and five years of IT project management experience. Relevant professional information technology experience may be substituted for the required degree. 1.
Successful experience leading Information Technology projects from initiation through closure. 2.
Successful track record of delivering small to medium projects within schedule and budget. 3.
Solid knowledge of Project Management approaches and methodologies including waterfall and agile. 4.
Experience with an enterprise level project management system and MS Project. 5.
Results-oriented project management skills. 6.
Experience in business process re-engineering and process improvement. 7.
Excellent interpersonal, written, and verbal communication skills. 8.
Comfortable interacting with various levels of management and coworkers. 9.
Strong analytical and problem-solving skills with root cause investigation experience. 10. Excellent time management, organization, and prioritization skills Preferred Qualifications: 1.
Master's degree in business administration, information technology, project management or related field. 2.
PMP Certification. 3.
Five years of increased responsibility in professional IT project management. 4.
Four years supervising and leading project managers and business analysts. 5.
Experience managing project budgets and resources. 6.
Experience utilizing the Planview application.
