Job Description - Property Manager

Description

Lincoln Park Apartments is seeking an affordable Housing Property Manager in North Houston.

The Affordable Housing Property Manager is responsible for the overall management, compliance, and day-to-day operations of an affordable multifamily housing community. This includes ensuring the property operates in compliance with federal, state, and local affordable housing regulations (such as LIHTC, HUD, HOME, or other programs), maintaining occupancy and financial goals, and delivering excellent customer service to residents.

Key Responsibilities:

  • Compliance & Regulatory Oversight:
  • Ensure full compliance with all affordable housing program requirements (e.g., LIHTC, Section 8, HUD, HOME, etc.).
  • Oversee initial, annual, and interim recertifications, income verifications, and file audits.
  • Prepare for and respond to agency file reviews, inspections, and audits.
  • Maintain accurate and complete resident files and property records.
  • Property Operations:
  • Manage day-to-day operations including leasing, rent collection, maintenance coordination, and vendor management.
  • Conduct regular property inspections to ensure curb appeal, safety, and cleanliness.
  • Coordinate and supervise onsite staff (leasing agents, maintenance, janitorial, etc.).
  • Develop and implement operating budgets and ensure financial performance goals are met.
  • Resident Relations:
  • Foster a positive community environment through communication, conflict resolution, and resident engagement.
  • Address and resolve resident complaints and concerns in a timely and professional manner.
  • Leasing & Marketing:
  • Oversee marketing and outreach efforts to ensure maximum occupancy and compliance with income limits.
  • Ensure all leasing activity follows fair housing laws and program-specific requirements.

Qualifications:

  • High school diploma or GED required
  • 3+ years of experience in multifamily property management, with at least 2 years in affordable housing.
  • Strong knowledge of LIHTC, HUD, or other affordable housing program compliance.
  • Property management certification (e.g., COS, TCS, HCCP, CPO) strongly preferred.
  • Proficient in property management software (e.g., Yardi, OneSite, RealPage).
  • Excellent communication, leadership, and problem-solving skills.
  • Ability to manage multiple priorities and meet deadlines.
