Responsibilities
Our client is seeking a Proposal Manager to join their team! As a Proposal Manager, you oversee all federal proposal activities, including directing proposal personnel, managing proposal schedules and deadlines, and monitoring the proposal progress in addition to the following:
- Partner with the Capture Manager to integrate the win strategy and solution into a proposal structured for compliance and ease of evaluation
- Develop and execute a review plan, including Pink Team, Red Team, and Gold Team reviews for technical, management, and cost proposals
- Coordinate, assemble, and review administrative functions to support the production of assigned proposals
- Check and ensure compliance of proposal content with client requirements and guidelines
- Schedule and manage proposal reviews and updates throughout the submission process
- Collaborate with cross-functional teams to ensure timely delivery of high-quality proposals
- Identify and mitigate risks impacting the proposal development process to ensure on-time delivery
Requirements
- A Bachelors degree or equivalent plus a minimum of 8 years of relevant experience; or a master's degree plus a minimum of 6 years of relevant experience is required
- Experience with federal government contracts, particularly within the intelligence community or as part of subcontracting teams
- Hands-on experience managing large-scale, competitive proposals (e.g., $100 million to $1 billion proposal awards)
- Familiarity with tools such as SharePoint, Microsoft Teams, Word, Acrobat, Adobe InDesign, and Photoshop
- Strong knowledge of proposal methodologies (e.g., Shipley Method)
- Ability to successfully articulate examples of having managed winning federal proposals
- Highly proficient knowledge of missions, products, and technologies, including current and future applications
- Critical leadership abilities, capable of driving teams and engaging with SMEs effectively
- Creative thinking with the ability to multi-task

Education/Certification Requirements
- A Bachelors degree or equivalent plus a minimum of 8 years of relevant experience; or a master's degree plus a minimum of 6 years of relevant experience is required
Preferred Requirements
- An APMP certification is highly preferred
Clearance Requirements
- Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; an active TS/SCI clearance is required.
