About The Role:

 The PSH Retention S[MO1] pecialist will support a minimum of 11 families and adults awarded Project-based Vouchers (PBV) through the Project-Based PSH Metro Initiative. The project is supported by a multi-organizational collaborative: Reach CDC, EPHC, Homeless Services Department, and Oregon Housing and Community Services.[MO2] [JB3]  The Mobile Housing and Retention Specialist – 73 Foster will provide retention support services to families and adults that focus on homelessness prevention, ensure housing stability, and provide long-term case management for participants through best practice approaches such as Assertive Engagement and Trauma–Informed Care. This is a hybrid role that requires 3 full workdays out of the 73 Foster building at 7340 SE Foster Rd, Portland, OR.      

Principle Duties & Responsibilities:

• Provide housing placement and retention supportive services to families and adults referred through the family system coordinated access and adult system coordinated access case conferencing processes.
• Work with families and adults to develop individualized housing plans and identify supportive services to promote housing stability. 
• Assist families and adults with transitions into and out of PSH by overcoming barriers to housing and arranging for and supporting move-in details. 
• Build and maintain collaborative relationships with resident services staff, property managers, and management companies. 
• Provide ongoing support to families and adults, including assisting with rent payments and connecting them with other necessary supportive services.
• Maintain accurate and up-to-date documentation of all participant interactions and services provided.
• Attend weekly meetings to review case files, discuss progress and challenges, and coordinate services with other team members.
• Attend and participate in trainings, meetings, and other professional development opportunities as required to maintain current knowledge and skills related to housing and homelessness issues.
• Adherence to El Programa Hispano Católico policies and procedures.
• Work in collaboration with Reach CDC staff to ensure the success of this contract and all families and adults participating in these services.
• Maintains punctual, regular, and reliable attendance.
• Perform other duties as assigned.

Qualifications & Requirements:

• Must be bilingual (Spanish/English) and bi-culturally competent.
• Excellent communication skills, both verbal and in writing, in Spanish and English.   
• Bachelor’s degree or equivalent experience preferred.
• Experience and knowledge working with a broad range of issues affecting homeless Latinx/ Hispanic and other BIPOC communities (Black, Indigenous, or People of Color).
• Intermediate proficiency in all programs of Microsoft Office; experience with data entry.
• Demonstrate judgment and discretion in dealing with confidential matters.
• Must be able to organize and prioritize work, be proactive, take initiative, follow through, and simultaneously manage multiple priorities to ensure goals are met in a timely manner.  
• Willingness to learn new skills and take on new responsibilities. 
• Strong analytical and strategic problem-solving skills. 
• Ability to work well in a team setting, as well as independently; be flexible and adapt well to different dynamics in a fast-paced work environment.
• Ability to support organizational and program-specific mission and goals.
• Ability to lift 40 pounds.
• Access to a reliable motor vehicle. Must have a driver’s license, ability to obtain automobile insurance at levels required by the agency (100/300/100). 
• Satisfactory results from civil, criminal, and motor vehicle background checks are required.

Compensation:  $25.00-$27.00 per hour. Compensation is commensurate with skills and experience. 

Location & Typical Working Conditions: This position offers a hybrid work environment, with some duties able to be performed remotely. However, the majority of responsibilities require in-person collaboration, meetings, and program activities at our Foster Road location. Regular onsite attendance is essential, and the position requires a minimum of three full workdays per week onsite at 7340 SE Foster Rd., Portland, OR. Occasional meetings and activities at EPHC's main office in Gresham, OR will also be required.
