SummaryThis position is located in the Health Resources and Services Administrations, Maternal and Child Health Bureau. The duty location for these positions will be in one of the 5 Regions listed. This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

As a Public Health Analyst, you will be providing consultation and technical assistance regarding the development of a state system of care for the MCH population, including women, infants, children, and children with special health needs.

Specifically, you will:

Providing leadership and direction in the planning, implementation and administration of the MCH Block Grant Program in the assigned region.Partnering with State grantees to address needs of the MCH Population through participation in annual reviews of MCH Block grant applications and annual reports and regional conference calls.Providing and/or identifying, in accordance with section 509 of Title V of the Social Security Act, technical assistance and consultation for State Title V Directors in such areas as program planning, establishment of goals and objectives, standards of care, evaluation, and development of consistent and accurate data collection mechanisms to address program reporting requirements.Assisting senior leadership in the development of program policy and guidelines relative to the implementation of the MCH Block Grant program in the assigned region.Conducting routine environmental surveillance and shares important information regarding local, state, and/or regional needs of the MCH population with staff and leadership.NOTE: Do not cut and paste the duties, specialized experience, or occupational assessment questionnaire from this announcement into your resume as that will not be considered a demonstration of your qualifications for this position.Requirements Conditions of EmploymentU. Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.Knowledge of a specialized public health program.Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

In addition to demonstrating the above public health program competencies stated above, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience for the grade levels as shown below.MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicants one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:Providing technical guidance and assistance to Maternal and Child Health Title V Block Grant recipients;

AND

Interpreting and applying policies, regulations and guidelines in the administration of Maternal and Child Health Title V block grant.Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
