The Department of Toxic Substances Control (DTSC) will be hiring for a Public Participation Specialist position to provide public involvement and outreach support for Metal Shredders projects and other DTSC initiatives.
The position requires a motivated and dynamic individual with a superior level of emotional intelligence, as well as excellent systems-thinking, analytical, problem-solving, and strong written and oral communication skills.
As an Associate Governmental Program Analystyou will have the opportunity to:
Serve as a primary liaison between DTSC, Office of Environmental Equity, non-governmental organizations, other governmental agencies, federal, state, local elected officials, businesses, and all impacted communities in support of the Hazardous Waste Management Program (HWMP) Metal Shredders Initiative, and OEE’s Public Participation and Community Engagement branch
Plan, coordinate, and facilitate public meetings, hearings, workshops, open forums, written communication and other community outreach and engagement events and activities to ensure external communities and stakeholders have the opportunity to participate in DTSC’s decision making process including draft permit decisions and applicable permitting and enforcement activities
Design and implement complex and comprehensive public participation approaches/initiatives, tailored specifically to each HWMP Metal Shredders project
Support the preparation of meeting materials, assists in the design and development of announcements, and creates and maintains a tracking system to document community input, questions, comments and DTSC responses
Perform follow up communication and works with local elected officials and community members to ensure their expectations, concerns, and questions, and those of their constituents, are addressed in a timely manner

Knowledge of Environmental Justice(EJ)/Native American Tribes’ principles and practices

Leadership skills to facilitate effective and dynamic teams internally & externally
Ability to work effectively in a fast-paced environment and is comfortable working with emotional charged groups (community-based organizations, elected officials representing their constituents, EJ organizations and EJ advocates
