Job Description:

The Office of the Chief Information Officer does not sponsor STEM or non-immigrant work visas for this position.

This position provides administrative and programmatic support to the agency and serves as a primary liaison to internal and external stakeholders, including other state agencies and administered boards. The role may function as a coordinator or specialist for the agency’s professional, technical, and operational functions.

Job Duties: Under limited supervision, this position provides administrative and programmatic support to the agency and serves as a primary liaison to internal and external stakeholders, including other state agencies and administered boards. The role may function as a coordinator or specialist for the agency’s professional, technical, and operational functions. This position is typically assigned independent responsibility for key administrative functions, including reviewing and processing applications, issuing approved licenses, arranging meeting logistics, preparing materials and minutes, and running operational reports. Responsibilities involve extensive liaison, coordination, and interaction with agency employees, board members, and the public, requiring clear communication to achieve established goals and requirements. Work requires in-depth program administrative knowledge to advise and relay information, interpret agency policies and procedures, monitor progress, and formulate recommendations to the Boards for consideration. A key component involves fiscal management support, specifically monitoring and authorizing budget expenditures for program-administrative functions assigned (e.g., Accounts Payable). Work assignments can also include research, analysis, and project management functions related to program administration, evaluating current processes, and drafting proposals and conclusions." Ensure compliance with federal/state regulations, grant requirements, and industry standards. Other duties as assigned and within the scope of the classification.

Requirements / Qualifications

Minimum Qualifications: Associate degree in public or business administration, accounting, or any discipline related to the work assigned. One year of experience in administrative, business management or technical support work including collecting and interpreting statistical, financial, program, or administrative data; or interpreting laws, rules, regulations, and processes. Experience may substitute for education on a year-for-year basis. 

Preferred Qualifications: Experience in the analysis of business processes and system requirements, and the creation of business process solutions for large-scale business system applications.

Other: This position requires travel. As such, the incumbent must be able to present a valid driver’s license or another form of reliable transportation. Regular and reliable attendance required.


 

Knowledge, Skills, & Abilities:

Business Process Analysis:

• Confer with clients to determine the business needs and requirements.

• Document existing business processes and proposed modified business processes.

• Documents appropriate business rules, policies, and standards.

• Communicates with application developers the business requirements and develops business process solutions.

Automated Systems Support:

• Provides technical instruction/assistance on how to use automated applications.

• Investigates reported system malfunctions and documents findings (solves user errors).

• Communicates with appropriate staff on identified malfunctions.

Application Development:

• Strategizes with end users and application developers to find software application solutions to business needs.

• Acts as applications developers’ primary point of contact to answer (or follow up on) workflow and design-related questions and issues.

• Analyzes business system operation/function solutions for feasibility.

• Documents business system operation/functions and proposed changes/modifications.

• Develops system specifications.

• Participates in system analysis and design.

• Builds data test files.

Administrative:

• Responsible for the creation and maintenance of business training and support material
