General Description
Working under the direction of the City Manager, the Director manages and provides direction for services related to Streets, Sidewalk Construction, Parks, Brush Collection, Grounds/Right-of-Way Maintenance, Fleet Maintenance, Stormwater management, Facility/Building Maintenance Services and Capital Project Management. He or she performs project administration for projects performed by City staff or outside contractors. He or she prepares reports, designs bid documents and contracts for construction projects and assists with the development, negotiation and management of contracts for outside contractors. The Director coordinates and schedules construction projects with contractors and consultants, reviews contractors’ work and ensures compliance with specifications, plans and quality standards and compliance with contract terms. He or she reviews and approves or rejects invoices. The primary duties include customarily and regularly directing the work of more than twenty-two full-time employees and twenty seasonal employees, and having the authority to hire and fire staff.
The Director assists in the development and implementation of long- and short-range plans for capital and operating projects in the Street, Grounds, Parks and Fleet Departments. He or she prepares monthly departmental reports and delivers presentations to elected officials, appointed boards/commissions, the public, and staff.
Essential Job Duties:
The Director must be able to perform the following essential job duties, with or without reasonable accommodation.
- Effectively leads, motivates, supervises, trains, disciplines, and evaluates subordinate personnel.
- Directs and coordinates the operations of the Streets, Parks, Grounds, Fleet Maintenance, and Stormwater Departments.
- Plans and monitors construction projects of the Public Works Division and presents status reports of such projects to City Management and City Council.
- Reviews time and equipment records, work in progress and operational schedules.
- Responsible for developing short- and long-term goals for the Public Works Department, develops methodology for obtaining goals, implements and monitors progress.
- Directs Streets, Grounds, Parks and Fleet Supervisors and the Stormwater Inspector in the planning and operation of their respective departments.
- Responds to all concerns and inquiries from both the public and private sector, communicating all aspects of public works as requested.
- Supervises staff in the development, design, review, construction and maintenance of principal public works projects.
- Plans, develops and implements annual maintenance programs; operating/capital improvement budget(s); and monitors costs/expenditures, as well as established project financial goals and objectives.
- Performs technical analysis of projects, evaluate need for design changes and makes appropriate recommendations and review plans for conformity to uniform codes, local ordinances, and state and Federal regulations.
- Assumes technical responsibility for coordinating/preparing/reviewing complete phases or components of projects, including reports, calculations, plans and special provisions in accordance with City standards and codes.
- Coordinates the development of project design concepts and criteria.
- Monitors assigned projects, resolve discrepancies between field conditions and design plans, and recommends methods of resolving complex problems.
- Provides analysis for drainage, pavement and traffic studies.
- Plans and manages assigned projects; inspects jobsites to assure work quality and assure that jobsites and work activities are in compliance with all laws, regulations, policies and safety standards.
- Follows City policies and procedures and the instructions and guidance of the Assistant City Manager.
- Maintains records associated with projects.
- Interprets and explains technical specifications, and Federal and state rules and regulations.
- Writes technical and analytical reports, and makes technical estimates of a specialized nature in connection with public works projects.
- Attends public hearings and meetings as assigned or required.
- Uses good judgment in all decision-making and in carrying out all job duties.
- Meets with staff to identify and resolve problems and concerns.
- Assesses and monitor work load, administrative and support systems, and internal reporting; identifies opportunities for improvement; and directs and implements appropriate changes.
- Uses a PC and standard office equipment, knowledgeable of Microsoft OFFICE Suite including Outlook, Word, Excel and Project Manager; uses the Internet and GIS.
- Works in various outdoor climate conditions as needed, including in hot, cold and wet environments and enclosed spaces.
- Be helpful, cooperative and courteous, and demonstrate a good attitude in all dealings with the public, co-workers and others.
- Punctual, regular, on-site, in-person attendance is a requirement of the job.
- Demonstrates initiative and diligence in the prompt and proper completion of all job duties, whether or not listed in this Job Description.
- Safeguards City property and recognize and report needed repairs.

- Performs other duties as assigned by the Assistant City Manager or City Manager.
Education and Basic Requirements:
The Director must meet the following minimum requirements.
- High School Diploma plus ten years’ experience in the public works field including street paving and maintenance.
- Preference will be given to applicants with a Bachelor’s degree in engineering, engineering sciences, construction management, public administration, or closely related field, from an institution accredited by an agency approved by the U.S. Department of Education, with five (5) years of management and supervisory experience in the Public Works field.
- Any equivalent combination of education, training and experience which provides the requisite knowledge, skills and abilities for this job.
- Satisfactory results of background and employment screening checks including physical exam.
- Significant knowledge of city operating and administrative practices and ability to train staff on city policies.
- The incumbent of this position shall be a creative and strategic leader of high integrity who embraces a customer service philosophy.
- Travel as necessary to attend meetings, conferences and training.

- Have and maintain a clear and valid Texas driver’s license and acceptable driving record.

- Interpreting and applying standards and procedures, Federal and state rules and regulations, and City policies and procedures.
- Reading and interpreting project plans and specifications, plats and other related documents.
- Analyzing and evaluating technical data and construction documentation.
- Checking designs, details, estimates, plans, and specifications of projects.
- Establishing and maintaining effective, cooperative working relationships with City employees, officials, and representatives from other local, state and Federal agencies.
