Job Description - Qualifying Agent & Licensing Manager

JOB SUMMARY 


The Qualifying Agent & Licensing Manager has the critical role responsible for ensuring the company meets and maintains all state and local licensing requirements necessary to bid on and perform contracting work legally. This individual serves as the official "qualifier" for the company's licenses, holds legal responsibility for compliance with all relevant building codes and regulations, and manages the entire licensing lifecycle.


DUTIES AND RESPONSIBILITIES



  • Qualifying Individual Role: Fulfill the function of the "qualifying individual" by meeting all state experience and examination requirements and taking responsibility for the company's licensed work.

  • License Acquisition and Maintenance: Coordinate all phases of license application, ensuring all statutory requirements are met.

  • Renewal Management: Manage the timely submission of all necessary materials for license renewals to state agencies to guarantee continuous licensing and operation.

  • Liaison and Communication: Serve as the primary liaison between the company and state licensing boards (e.g., TDLR, TSBPE), as well as local government officials.

  • Auditing and Reporting: Conduct regular internal audits of licensing practices, identify areas of concern, and prepare detailed reports for senior management on compliance status and potential risks.

  • Process Improvement: Analyze current business processes and implement procedures and systems to maximize operating efficiency and ensure consistent compliance.

  • Training and Guidance: Provide guidance and training to internal teams regarding licensing requirements, best practices, and regulatory changes.

  • Field Management: Supervision of various trades and travel to active job sites which will require PPE. 


ESSENTIAL FUNCTIONS



  • Regulatory Compliance: Ensure all company operations and projects strictly adhere to federal, state, and local laws, regulations, and building codes.

  • Documentation and Record Keeping: Maintain accurate and organized records of all licenses, permits, continuing education credits, insurance certificates, and related documentation.


REQUIRED QUALIFICATIONS



  • Experience: A minimum of 5+ years of experience in licensing management, contract administration, or a related compliance role, preferably within the construction industry.

  • Education: Bachelor's degree in BA in Business Administration, Law, or a related field (extensive experience may substitute).

  • Skills: Strong analytical and problem-solving skills, exceptional attention to detail, strong negotiation skills, and excellent written and verbal communication abilities.

  • Knowledge: Deep understanding of contract law, state-specific licensing regulations (TDLR/TSBPE), and construction industry standards.


PREFERRED QUALIFICATIONS



  • Certifications: Certified Texas Contract Manager (CTCM) or Certified Texas Contract Developer (CTCD).

  • Software: Experience with contract management software and licensing management tools.

  • Legal Aptitude: Ability to interpret complex legal data, intellectual property law (if applicable), and regulations.


WORK ENVIRONMENT / PHYSICAL DEMANDS



  • Office-based work with prolonged computer use; occasional jobsite visits or travel to state board hearings; may lift/carry up to 25 pounds.
