Job Description - Quality Assurance Specialist: Senior

The person hired for this position will be a full-time salaried employee of The Concourse Group and will be eligible for full Concourse benefits. This position will satisfy staffing requirements for a 5-year contract but Concourse prioritizes training, development and retainment so the position is intended to have longevity beyond the contract.



SUMMARY


The Concourse Group is seeking to fill a position with QA/QC experience in a shipbuilding context in support of the high-visibility US Coast Guard Waterways Commerce Cutter (WCC) program. The new WCC vessels are complex, modern, and sophisticated; successfully building these vessels requires exceptional talent. One position will be at a mid-senior level and the other will be at the journeyman (between entry and mid) level.


The Ideal candidate brings experience in QA/QC in ship construction, systems and equipment testing, high attention to detail, strong communication skills, and a proven ability to document discrepancies and courses of action and recommend cost-effective corrective actions. The ideal candidate will also have a background working for or with the USCG, DOD or DHS. A degree is not required but candidates MUST meet the work experience thresholds in a recent and relevant context.



LOCATION


Work location will be on-site full-time in Bayou La Batre, Alabama. Candidates who are not in the project area but willing and able to relocate MUST clearly state that on their resume.



SKILLS AND ABILITIES 



  • Knowledge of ship construction.

  • Knowledge of USCG and DHS policy, procedures and processes

  • Ability to quickly learn systems and databases used in a QA/QC context

  • Proficiency with MS Office products including Excel and MS Project

  • Ability to understand that trial card lifecycle from creation to post-test data management

  • Ability to communicate effectively in-person with clients and co-workers in a collaborative team environment

  • Ability to write clear inspection reports

  • Ability to thrive in a fast-paced, tight deadline environment where detail is paramount

  • Ability to meet deadlines and produce quality work

  • Leads with a responsive client-first approach

  • Basic understanding of portable LAN and surge protection systems

  • Ability to build basic databases/data capture utilizing MS Excel

  • Ability to analyze and synthesize large data sets, and produce concise summaries for senior and executive leaders



POSSIBLE TASKS



  • The Quality Assurance Specialist shall support tracking of deficiency records and processes including but not limited to: Surveillance (Product Verification/Procedure Review), Test observation, Compartment Completion Inspection (CCI), Corrective Action Requests (CAR), Trial Cards, and project management records.

  • Review the Test and Evaluation Master Plan (TEMP) and compare it to the IMS. Discrepancies between the TEMP and IMS should be identified early and presented in a standard format to detail trends.

  • Develop and maintain ship unique data and database for PRO deficiency record input into the TSM system.

  • Support PRO personnel in maintaining the status of deficiency records from creation through closure in the TSM system.

  • Utilize available programs, tools, and data sources in the preparation of weekly Test and Quality Assurance reports.

  • Provide trial card status reports, metrics documenting trends in trial cards and document deficiency resolution in support of dock and sea trials. This task also includes capturing lessons learned between Post Shakedown Availabilities and providing recommendations to decrease cost, and to maintain or shorten the schedule and track performance.

  • Maintain the ability to generate TSM documentation during pre-trial production inspection and test cycles.

  • Maintain the ability to transfer current cutter, Quality CARs, and prior cutter(s) rollover trial card data into the TSM system.

  • Assist PRO personnel with the creation of new trial cards using the TSM system.

  • Assist PRO personnel with pre-screening and screening tests before, during and after trials required to support WCC production.

  • Assist PRO personnel with the tracking, defect coding, and other applicable technical assistance on all trial cards through closure in the TSM system.

  • Maintain a deployable mini-local area network and surge support for sea trials to all laptops and associated network infrastructure to support dock side and at-sea trials to record deficiencies in the TSM system.

  • Attend meetings in relation to assigned tasks. Attend and support program reviews as assigned.

  • Support the Government in reviewing and analyzing the WCC production contractor’s Quality Assurance program.



REQUIRED EDUCATION AND EXPERIENCE



  • Knowledge of ship construction is a MUST.

  • Qualifications/Capabilities for Senior Quality Assurance Specialist

    • Minimum of five (5) years of relevant experience.

    • Knowledge of ship construction.

  1. Must be a U.S. Citizen: Concourse utilizes E-Verify


  2. Must be eligible for a Public Trust Clearance.
