Quality Control Manager (QCM)
Location: Philadelphia, PA
Duration: 9+ Months (Start: 4/27)
Type: 1099 Contractor


Position Details



  • Hourly Rate: $56/hr

  • Per Diem: $175/day (7 days/week)

  • Completion Bonus: $150/month

  • Pay Frequency: Weekly

  • Schedule: Monday-Friday | 0700-1500 | 40 hrs/week


Project Scope


The Quality Control Manager (QCM) will oversee all site quality control operations for the replacement of a substation at the Navy Yard. This role is responsible for ensuring full compliance with USACE quality control standards while coordinating field activities across multiple high-risk scopes including electrical, civil, and rigging operations.


Qualifications


Required:



  • Current USACE CQCM Certification

  • 5+ years of experience as a QCM on USACE/NAVFAC projects

  • Electrical infrastructure experience (substations, MV/HV systems)


Preferred:



  • NFPA 70E


Key Responsibilities



  • Manage and execute the 3-Phase Quality Control System (Preparatory, Initial, Follow-Up)

  • Oversee submittals, inspections, testing, and commissioning activities

  • Maintain compliance with USACE EM 385-1-1 and project specifications

  • Utilize RMS/QCS systems for daily reporting, documentation, and compliance tracking

  • Coordinate quality control activities across multiple scopes:

    • Electrical: MV/HV systems, transformers, switchgear, grounding

    • Civil: excavation, trenching, duct banks, concrete foundations

    • Rigging: crane picks, equipment placement and alignment



  • Monitor high-risk activities including LOTO, arc flash, confined space, and hot work

  • Support incident investigations and implement corrective actions

  • Collaborate with project teams to proactively identify and mitigate risks

  • Maintain accurate QA/QC documentation, reports, and records


Skills & Knowledge


Skills:



  • Strong communication and field coordination abilities

  • Proficient in Microsoft Office (Outlook, Word, Excel)

  • Excellent organizational and documentation skills

  • Ability to work independently and within a team environment

  • High level of professionalism and attention to detail


Knowledge:



  • In-depth understanding of USACE QC requirements and federal construction standards

  • Familiarity with EM 385-1-1 safety requirements and integration with QC processes

  • Strong working knowledge of quality assurance, inspection procedures, and compliance enforcement
