Job Description - Quality Engineer

Job Overview

GENERAL SUMMARY

Under general direction of the  Systems Performance Manager, performs business analysis of operational business units of the department on a project and recurring basis.  Performs process analysis of departmental operated and maintained systems and facilities.  Participates in financial analysis, operational analysis, business process improvement, cost-benefit analysis of capital projects, activity based costing implementation, development of Key Performance Indicators (KPIs) for the operational business units, implementation of Balanced Scorecard techniques and planning projects.  Assumes lead role in system performance tests and operational analysis, implementation of quality principals and tools to existing systems and substantiation of improvement projects.  Systems will include mechanical, electrical, control and civil engineered systems. 

PRINCIPAL DUTIES AND RESPONSIBILITIES

  • Develops business unit cost of service analysis and makes recommendations for improving processes.
  • Acts as an internal consultant by providing direct analytical assistance between operation units on various ad hoc business matters.
  • Identifies the type, source, and format of data needed to assess and evaluate departmental initiatives, including long-range strategic plans.
  • Coordinates the collection, verification and analysis of financial and operational data to support various project initiatives, such as benchmarking various types of activities, services and systems, evaluation/cost justifications of proposed capital projects and other special projects.
  • Analyzes trends in the various departmental business units as assigned and makes recommendations to improve service delivery and systems operation and maintenance.
  • Prepares and presents oral and graphical reports to support the business case for assigned projects.
  • Conducts special studies as assigned to identify more efficient ways to deliver on capital commitments and further reduce costs.
  • Provides a strong quality direction on new systems development efforts to ensure that the systems will meet the performance expected.
  • Develops test plans, procedures, tools, meaningful metrics and controls in conducting system performance management activities.
  • Employs Six Sigma (DMAIC), Lean Six Sigma, FMECA and other quality methodologies to resolve problems, understand/manage system capabilities and develop solutions to improve departmental business and system processes.
  • Leads project teams to identify, coordinate and effectively resolve problems in a timely manner.
  • Keeps abreast of aviation industry trends and events as they relate to DFW Airport.

MINIMUM REQUIREMENTS

  • Bachelor’s degree in an engineering discipline such as Industrial, Electrical, Mechanical, Controls, Civil, Environmental and/or Chemical Engineering.
  • Five (5) years of experience in business planning, systems testing and cost of service or quantitative analysis, including one (1) year of activity based management and/or process and systems improvement experience.
  • Possession of a valid class C driver's license.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of Six Sigma methodology and quality principles and tools for the service industry.
  • Knowledge of basic financial concepts such as Net Present Value (NPV) and Internal Rate of Return (IRR).
  • Knowledge of basic accounting principles and practices.
  • Knowledge of the principles, practices, and accepted standards of research design, business process improvement, strategic planning, and statistical and engineering analysis.
  • Skill in utilizing intermediate to advanced level spreadsheet, database, and presentation software.
  • Skill in participating in projects including cross-departmental projects with organization-wide impact.
  • Ability to work with senior-level Board staff.
  • Strong interpersonal skills (tact, diplomacy and negotiation skills), good conflict resolution and team building skills, and strong oral and written communication skills and work ethic.
  • Ability to work with multi-disciplinary teams.
  • Ability to write clear and concise reports and correspondence using appropriate business and technical vocabulary and proper grammar and construction.
  • Ability to create, design and develop formal communications/presentations targeted at Board-wide, Board of Directors, and external audiences.
  • Ability to design, develop and implement reports from primary data system sources.
  • Ability to establish and maintain effective working relationships, both inside and outside of the department.

SPECIAL REQUIREMENTS

  • This is a designated safety sensitive position as defined in DFW Airport’s Drug and Alcohol Administrative Policy and Procedure. Applicants selected for this position will be required to pass a drug test prior to employment and to submit to drug screening on a random basis during the length of their employment in the safety sensitive position.
  • Licensed Professional Engineer in the State of Texas or the ability to obtain a license in Professional Engineering in the State of Texas within two (2) years of employment in this position.
  • This is a designated Essential Employee position as defined in DFW Airport’s Categories and Classifications Administrative Policy and Procedure. An essential employee is one whose attendance is required to maintain airport operations during an emergency or inclement weather situation.

DESIRABLE

  • One (1) year of experience in facilities maintenance engineering.
  • Certified Six Sigma Black Belt.

EFFORTS

  • Works in both an office and industrial environment.
  • Occasionally, works in cold, hot and noisy conditions.
  • Sits for prolonged periods of time.
  • Uses keyboard devices and a computer monitor.
  • Uses near visual acuity in reading written documents, design drawings, and statistical data.
  • Uses reasoning abilities in problem solving, especially involving engineered systems.
  • Exchanges information by telephone, computer, in writing and in person.
  • Drives to locations on and off Airport property.
