Job Description - Regional Human Resources Director

The Staff Pad has partnered with Cadogan Tate, a global leader in fine art logistics, to identify a highly experienced and strategic Regional Human Resources Manager to join their Dallas team. This is a senior leadership opportunity for an HR professional who thrives in a fast -paced, operational environment and is passionate about driving organizational excellence through people, compliance, and culture.

Role Overview

The Regional Manager of Human Resources & Payroll will serve as a key leader responsible for the strategic direction, operational performance, and compliance of all HR and payroll functions across multiple locations. This role bridges executive leadership and HR teams, translating business objectives into scalable, compliant, and high -performing people strategies.

This position offers a unique opportunity to lead HR governance, oversee employee relations and payroll operations, and influence company culture within a dynamic and growing organization.

Key Responsibilities

Strategic Leadership & Governance

  • Develop and execute HR and payroll strategies aligned with business objectives
  • Serve as a trusted advisor to executive leadership on workforce planning, organizational design, and culture
  • Establish and maintain HR standards, policies, and governance across regions
  • Ensure scalable, consistent, and compliant HR programs

HR Operations & People Management

  • Lead and mentor HR Managers across multiple locations
  • Oversee employee relations, including investigations, performance management, and disciplinary actions
  • Ensure consistent application of policies and procedures
  • Act as escalation point for complex employee matters

Payroll Oversight

  • Ensure accurate, timely, and compliant payroll processing
  • Partner with Finance and payroll providers on audits, controls, and reconciliations
  • Oversee wage and hour compliance and payroll -related reporting
  • Ensure seamless integration between payroll, HRIS, and benefits systems

Compliance, Risk & Employee Relations

  • Ensure compliance with federal, state, and local employment laws (multi -state environment)
  • Monitor regulatory changes and adapt policies accordingly
  • Partner with senior leadership on high -risk employee relations matters and investigations
  • Support litigation and work with external counsel when needed

Compensation, Benefits & Performance

  • Oversee compensation structures, incentive programs, and benefits offerings
  • Support performance management and pay -for -performance alignment
  • Partner with Finance on workforce planning, budgeting, and forecasting

Systems, Data & Reporting

  • Manage HRIS and payroll system effectiveness and data integrity
  • Analyze workforce metrics and provide executive -level reporting
  • Identify trends, risks, and opportunities for improvement

Culture, Leadership & Development

  • Promote a professional, compliant, and service -driven culture
  • Support leadership development and succession planning
  • Ensure managers are equipped to lead effectively and lawfully

Qualifications

Required:

  • Bachelor’s degree in Human Resources, Business Administration, or related field
  • 10+ years of progressive leadership experience in HR, payroll, or people operations
  • Strong knowledge of U.S. employment laws and compliance requirements
  • Experience overseeing payroll in partnership with Finance or external providers
  • Ability to operate both strategically and hands -on
  • Excellent communication, leadership, and problem -solving skills

Preferred:

  • Master’s degree
  • SHRM -SCP, SPHR, or similar certification (or willingness to obtain)
  • Experience in logistics, warehousing, or operational environments
  • Background in compliance -heavy or multi -state organizations

Work Environment

  • Onsite role based in Dallas, TX
  • Periodic travel required
  • High level of confidentiality and executive collaboration
