Regional Program Director (On-site) - Indianapolis, Indiana

We are looking for a driven and accomplished Program Director with experience in the construction and project management industry to lead and oversee large-scale programs consisting of multiple concurrent projects, particularly within the data center and mission-critical infrastructure sectors. This is a strategic and client-facing leadership role that requires exceptional organizational, operational, and stakeholder engagement skills. The ideal candidate has deep experience managing portfolios of projects across geographies and can lead multidisciplinary teams while aligning business goals with delivery excellence.

RESPONSIBILITIES 

• Provide strategic direction and executive-level oversight for complex, multi-project programs across multiple regions, with a focus on data center and mission-critical infrastructure. 


• Develop and implement program governance structures, risk management frameworks, and performance metrics to ensure alignment with business objectives and client expectations. 


• Build, cultivate, and maintain strong, trust-based relationships with client executives, key stakeholders, and cross-functional teams, serving as the primary point of contact for all program-related matters. 


• Lead, mentor, and manage a high-performing team of project managers, technical leads, and support personnel across an active portfolio of regional projects. 


• Ensure program delivery meets scope, schedule, and budget requirements while maintaining quality, safety, and regulatory compliance. 


• Facilitate and oversee long-term planning efforts, including resource forecasting, cost management, and strategic decision-making across regions. 


• Identify and mitigate program-level risks, interdependencies, and bottlenecks; propose scalable, forward-looking solutions to optimize program performance. 


• Manage and control overall program financials, including budgeting, forecasting, cash flow analysis, and earned value performance tracking. 


• Prepare and deliver executive-level reports, presentations, and program updates for both internal leadership and external clients. 


• Drive continuous improvement by integrating lessons learned, fostering innovation, and implementing best practices in program management. 


• Support business development initiatives by contributing to client proposals, pursuit strategies, and new opportunity evaluations. 


• Represent Decima International as a thought leader in industry forums, conferences, and professional organizations. 


• Perform other related duties as required and assigned. 

QUALIFICATIONS 

Required qualifications: 
 

• 23+ years of experience in construction program and project management, with increasing leadership responsibility. 


• Deep technical knowledge of construction methodologies, mechanical and electrical systems, and infrastructure development. 


• Proven experience managing multi-phase hyperscale data center projects. 


• Demonstrated ability to lead and manage diverse, high-performing teams across multiple geographies. 


• Strong understanding of pre-construction planning, design management, contract strategy, procurement, and construction execution. 


• Proven ability to interface with executive stakeholders and communicate complex information effectively to all levels. 


• Financial acumen, including experience with forecasting, budgeting, and risk-adjusted program planning. 


• Extensive experience using project and program management tools and reporting systems. 


• Strong interpersonal, negotiation, and conflict resolution skills. 


• Proficient in Microsoft Office Suite and Microsoft Project or equivalent scheduling tools. 

Preferred qualifications: 
 

• Bachelor’s degree in Construction Management, Engineering, Architecture, or related field. 


• Master’s degree in Business Administration, Engineering Management, or Construction Management. 


• Project Management Professional (PMP), Program Management Professional (PgMP), or Certified Construction Manager (CCM) certification. 


• Earned Value Management (EVM) expertise. 


• Active membership in PMI, CMAA, or similar industry associations. 


• Experience with international programs or clients. 


• Familiarity with LEED, sustainability practices, and commissioning protocols.
