Job Description - Regional Public Safety Officer





Description

  The Regional Public Safety Officer (RPSO), positions will provide an expanded public safety and law enforcement presence in rural areas communities. RPSOs will provide oversight and training for the village public safety officer program; administer functions relating to protecting life and property in the rural communities. RPSOs will conduct investigations; search and rescue missions and provide local training programs in drug and alcohol awareness and prevention, water safety, and gun safety. RPSOs will also perform other duties relating to public safety as directed by the commissioner and or Reginal VPSO Coordinator. 

REPORTING RELATIONSHIPS

Reports To: VPSO Manager

Supervises: Assigned VPSOs

Liaison To: Local First Responders and Alaska State Troopers

ESSENTIAL FUNCTIONS

  • Enforce Alaska Statutes and City/Tribal Ordinances with due process.
  • Assist local, state, and federal first responder agencies.
  • Provide day-to-day supervision of assigned VPSOs
  • Support VPSOs in all aspects of VPSOs job duties.
  • Be a Field Training Officer to VPSOs.
  • Meet with local leadership on VPSO issues and report to the Public Safety Director. 
  • Support the establishment and operation of local volunteer fire departments.
  • Provide emergency fire and medical response, along with related education.
  • Coordinate and assist in search and rescue missions.
  • Aid VPSOs in incident reporting and community communications.
  • Collaborate with Alaska State Trooper Support Officer and Director of Public Safety on critical incidents.
  • Assume command of VPSO staff under the direction of the VPSO Program Manager during emergency response, working in coordination with the Emergency Response Program Manager.
  • Assist in training local Community Emergency Response Teams (CERT).
  • Collaborate on establishing a productive work schedule in coordination with VPSO Program Manager.
  • Other duties as assigned.

DECISION MAKING AUTHORITY

Spending Authority: Not to exceed the community budget or credit card limit if provided.

Other Authority: Arrest and Jurisdictional Authority as authorized by VPSO Program and Alaska Statute.

  

NECESSARY SKILLS AND KNOWLEDGE

  • Certified as a VPSO, presently or within the last 10 years; 
  • Supervisory experience;
  • EMS, search and rescue, emergency management, or firefighting.
  • Experience in or as:
  • Field Training Officer;
  • Investigations;
  • Methods of Instruction certified or instructor/teaching experience;
  • Operating snowmachines, ATVs, or boats as applicable for the region.

MINIMUM QUALIFICATIONS (education, experience, skills)

  • Possess a valid AK driver’s license with an acceptable driving record.
  • Demonstrate the ability to travel by commercial or small plane, ferry, or boat.
  • Must meet VPSO minimum qualifications for citizenship, age, education, medical and mental fitness; and
  • Not denied or revoked VPSO or other law enforcement certification; and 
  • Must pass fingerprint-based criminal history check for convictions to meet 13 AAC 85.010 (2) standards. Could not have been convicted, during the 10 years immediately before the date of hire, of a crime of dishonesty or crime of moral turpitude, of a crime that resulted in serious physical injury to another person, or of two or more DUI offenses, by a civilian court of this state, the United States, or another state or territory, or by a military court.

RPSO training (After appointment):

  • Supervisory Training (i.e., “Street Sergeant”, or first line supervisor training, etc.);
  • Advanced investigative training;
  • Further advanced training as determined by the regional program (i.e., drug and alcohol awareness and prevention, water safety, and firearm safety, etc.).

UNUSUAL PHYSICAL REQUIREMENTS OR RESTRICTIONS

Lifting and Carrying: 

  • Occasional very heavy lifting of more than 50 pounds.

Body Movements:

  • Frequent engagement in reaching, bending, stooping, kneeling, crouching, turning, and twisting.
  • Regular standing and walking.
  • Prolonged periods of sitting.

Task-specific Requirements:

  • Extended periods working at a computer screen and keyboard.
  • Lifting, moving, and/or transporting patients and/or supplies.
  • Using the necessary physical force to safely secure a violent criminal.

Fitness Requirements:

  • Perform 10 push-ups at hiring.
  • Perform 17 sit-ups in one minute at hiring.
  • Complete a 1.5-mile run within 17 minutes at hiring.
  • Achieve 32 push-ups by the end of the academy.
  • Achieve 32 sit-ups in one minute by the end of the academy.
  • Perform a 1.5-mile run in 14 minutes and 29 seconds by the end of the academy.

Visual Acuity:

  • See clearly at 20 feet or more, and at 20 inches or less, with or without correction.

Eye Health:

  • Have normal depth perception and normal color vision, with or without correction.

CONDITIONS OF HIRE:

  • All employment at AVCP is "at will". This means that the employee or AVCP may terminate employment at any time and for any reason. Unless specified in writing, no term of employment is expressed or implied for this position.
  • AVCP requires an acceptable fingerprint, and name based criminal background check, as well as approval by the Alaska Department of Public Safety to hire an RPSO.
  • Applicants must attend and successfully complete an intense ten-week VPSO training course at the Public Safety Training Academy in Sitka, Alaska within one year of appointment.
