Registered Nurse (RN) – Medical Department Manager / Clinical Director


Position: Full Time
Department: Back Office
Reports To: Practice Manager


Position Overview


The Registered Nurse (RN) – Clinical Director at Fortuna Family Medicine Inc. is responsible for ensuring efficient, high-quality patient care while providing leadership, oversight, and strategic direction of the medical department. This role combines hands-on clinical support with high-level operational, regulatory, and quality oversight to support a compliant and patient-centered Rural Health Clinic (RHC).


Key Roles & Responsibilities


Clinical Duties



  • Room patients and obtain vital signs, including weight, height, blood pressure, heart rate, respiratory rate, and oxygen saturation

  • Maintain proper disinfection of equipment and patient care areas

  • Perform point-of-care testing (e.g., Hgb/Hct, A1C, glucose, urinalysis, pregnancy tests, rapid strep) upon competency validation

  • Perform venipuncture and ensure proper specimen handling for lab processing

  • Administer medications and vaccines via intramuscular and subcutaneous injection, including TB testing

  • Assist providers with procedures such as biopsies, wound care, and PAP smears

  • Conduct additional clinical tasks such as orthostatic vitals, oxygen testing, insulin education, and urine drug screening as needed


Supervisory & Management Duties



  • Provide direct supervision and leadership to clinical staff, including Medical Assistants and nursing personnel

  • Oversee daily clinic operations, including staffing, patient flow, and assignment of duties

  • Ensure compliance with all clinical protocols, regulatory requirements, and safety standards

  • Participate in hiring, onboarding, training, coaching, and performance management of clinical staff

  • Address staff concerns, support conflict resolution, and foster a positive team environment

  • Monitor productivity, quality metrics, and patient care standards; implement improvements as needed

  • Collaborate with leadership on strategic planning, policy development, and operational efficiency


Clinical Leadership & Oversight



  • Establish and optimize clinical workflows to improve efficiency and patient outcomes

  • Serve as a resource for complex clinical decision-making and issue resolution

  • Promote a culture of accountability, teamwork, and patient-centered care


Regulatory Compliance (RHC & State/Federal)



  • Ensure ongoing compliance with RHC regulations and applicable state and federal guidelines

  • Maintain audit and survey readiness (CDPH, HRSA, CMS)

  • Oversee and ensure effectiveness of infection control, medication/vaccine management, and emergency preparedness

  • Partner with compliance and quality leadership to implement corrective actions as needed


Quality Improvement & Risk Management



  • Lead Quality Improvement Program (QIP) initiatives and performance tracking

  • Monitor clinical quality metrics and implement improvement strategies

  • Identify and mitigate clinical risks through proper documentation, reporting, and follow-up

  • Support incident review processes and system-wide improvements


Staff Development & Workforce Planning



  • Ensure ongoing competency validation and clinical skill development

  • Support cross-training initiatives and long-term staffing sustainability


Clinic Operations (Strategic Level)



  • Collaborate with leadership to improve overall clinic efficiency and care delivery models

  • Support supply management systems and clinical resource planning

  • Ensure clinical spaces meet regulatory and operational readiness standards


Provider Collaboration



  • Partner with providers to enhance care delivery and clinical workflows

  • Support implementation of new clinical programs, services, and protocols

  • Address systemic workflow inefficiencies impacting patient care


Additional Projects



  • Support development and coordination of community outreach and lifestyle modification programs as time allows


Qualifications & Experience



  • Required: Active and valid Registered Nurse (RN) license in the State of California

  • Required: Prior supervisory or leadership experience in a clinical setting

  • Preferred: Experience in outpatient or primary care

  • Strong leadership, interpersonal, and communication skills

  • Ability to multitask, adapt, and support a growing Rural Health Clinic
