Summary: 

The Registrar, Director of Institutional Research provides strategic leadership, and operational oversight for student records, registration services, and institutional data. This position ensures the integrity, accuracy, and security of academic records while advancing data-informed decision-making across the College. The role integrates compliance-driven registrar functions with institutional research and reporting to support academic operations, accreditation, and state and federal reporting.  The role collaborates with administration, student service offices, faculty, and academic divisions across the College to provide high quality, student-centered services and research-supported initiatives, and is a key resource regarding academic policies and best practices.

Essential Responsibilities:

  • Oversee institutional compliance with FERPA, transfer credit evaluation policies, and applicable federal and state regulations, ensuring adherence to requirements established by regulatory and accrediting bodies.  
  • Advances the College’s data governance, visualization, and culture by establishing standards, policies and procedures; ensures compliance and prioritization of data initiatives; and enhances existing processes through automation and documentation.  
  • Oversee the collection, maintenance, and reporting of enrollment and academic record data for internal and external constituents, including IPEDS, NC-SARA, NYSED, NCAA, Veterans Affairs, National Student Clearinghouse, and other certifying agencies, ensuring accuracy and compliance with all regulatory requirements for specialized populations
  • Contributes to the development and implementation of academic policies and processes 
  • Oversee the student module of the student information system and verify functionality within the system to ensure integrity of office processes. 
  • Oversees the reporting database and work with the Information Technology department on any required maintenance, updates, and troubleshooting. 
  • Reviews all student petitions for waiver of academic rules on behalf of scholastic standards of the College, working with administrators, faculty, staff, and students to resolve issues in a fair and equitable manner while adhering to all College, State, and Federal regulations and guidelines. 
  • Develops and distributes communication flows to students 
  • Oversee the conferral of student degrees and all conferral processes.
  • Works with other offices to implement processes that advocate for student persistence, retention, and success.
  • Provides leadership, supervision, and direction to departmental staff, ensuring the efficient, accurate, professional, and student-centered execution of all office responsibilities and external reporting. Prepares and monitors the department’s operating budget.
  • Oversight of records management functions, including grading processes, audit resolution, and compliance with FERPA as well as the secure issuance, storage, and retention of academic records. Responsible for ensuring that assigned tasks are completed in compliance with institutional and regulatory requirements.

Requirements

Minimum Qualifications:

  • Bachelor’s degree with significant Registrar office experience from an accredited college or university required; master’s degree preferred. 
  • Experience with IPEDS, National Student Clearinghouse, and other federal and state reporting requirements. 
  • Proven supervisory or leadership experience with excellent management and communication skills and a record of increasing responsibility within their field. 
  • Ability to interact professionally with senior-level faculty and staff as required. In addition, the successful candidate must be able to work well with all levels of employees, be flexible in nature, have a sound judgment with an open and collaborative style that encourages teamwork and cooperation beyond the immediate team to the broader organization.
  • Knowledge of, and direct experience with information systems is required.
  • Proven ability to work in a fast-paced, diverse, and dynamic environment is required.
  • Direct experience working in a registration and records office managing both administrative and operational functions is preferred.
  • Ellucian Colleague and Slate experience is preferred. 
  • Demonstrated ability to create and lead implementation and ongoing enhancement of strategic new initiatives and processes is preferred.
  • Ability to effectively communicate both verbally and in writing.
  • Understand and behave with a high level of integrity and complete confidentiality.  
  • Ability to work under pressure with a high tolerance for interruptions, and the ability to work with diverse groups of people.

Physical Requirements:

  • Prolonged periods of sitting at a desk and working on a computer.
  •  Some evening and weekend hours are required.
  • Occasional lifting up to 25 pounds.
