Job Description - Childcare and Development Technical Assistant


The Childcare and Development Technical Assistant assists federally recognized tribal low-income families to obtain and maintain childcare assistance, which allow families to work or attend training and education programs. The Child Care and Development Technical Assistant provides training, support, and guidance to childcare providers and families participating in the Child Care and Development Fund (CCDF) program. This role ensures that providers meet quality and safety standards, assists in implementing culturally appropriate practices, and promotes access to quality early childhood education services for tribal families.

Essential Duties:

Level I: 

  • Assist providers in meeting health, safety, licensing, and CCDF compliance standards.
  • Deliver training and coaching on early childhood development, classroom practices, curriculum, child assessments, and cultural integration.
  • Support providers with CCDF-related documentation, policies, and program applications.
  • Help develop and implement quality improvement plans for childcare programs.
  • Assist with outreach and enrollment for eligible families and providers.
  • Maintain accurate records, logs, and reports in compliance with CCDF grant requirements.
  • Maintain records on annual recertification dates and ensure timely notices to families.
  • Stay informed on federal, state, and tribal regulations related to childcare and development.
  • Assisting Tribal members to determine if the Tribe’s General Welfare Childcare Program or the childcare development fund program best fits their childcare needs. 
  • Assist with funding distribution for the GW Childcare Program.
  • Assist with submission of POs and payment orders for curriculum, janitorial, health/safety, and nutritional eating needs for the Tribe’s Child Development Center.

Level II: 

Perform all duties of Level I, plus:

  • Develop training materials and facilitate workshops or webinars for childcare providers and families.
  • Provide technical assistance and support to licensed and license-exempt childcare providers participating in the CCDF program.
  • Conduct monitoring assessments; through DCYF document findings and follow up on corrective actions as needed.

Additional Duties:

  • Advise and inform other Tribal staff and departments about program services and activities. 
  • Attend all staff meetings.
  • Represent the Snoqualmie Tribe at appropriate conferences, workshops, and meetings and share program and services information with individuals and community organizations
  • Responsible to verify eligibility and ensure confidentiality. 
  • Work with parents to transition developmentally ready children from childcare to an early education facility or program. Advise parents on facility activities, policies, and enrollment procedures.
  • Perform general administrative duties such as answering phone calls and emails and responding to inquiries. Maintain program records and information.
  • The Tribe values its commitment to community service and the well-being of its members. In recognition of this, each employee may be expected to perform duties from time to time which may not be related to their regular responsibilities.
  • Other duties as assigned.

Requirements

  • Ability to work in a team environment and provide collaborative assistance. 
  • Ability to effectively solve problems and resolve conflicts.
  • Excellent customer service skills, including written and verbal communication. 
  • Demonstrated ability to communicate with diverse populations in a courteous, helpful, and clearly understood manner.
  • Strong organizational skills and accuracy with attention to detail.
  • Ability to maintain confidentiality and use tact and discretion.
  • Proficiency with Microsoft Office programs. 10-key and minimum 45 WPM.
  • Knowledge of state and federal childcare regulations and administration of child development centers, preferred.

Education & Experience:

Education Required:  

Level I - 

  • Associate’s degree in education, Psychology, Social Services, or related field; or a combination of education and experience that demonstrates the ability to perform the essential functions of the position may substitute for degree requirement.  

Level II – 

  • Bachelor’s degree in education, Psychology, Social Services, or related field; or a combination of education and experience that demonstrates the ability to perform the essential functions of the position may substitute for degree requirement.  

Experience:

Level I - 

  • Experience in early education preferred, including working with principles and practices of education of young children, childhood curriculum design, and developmental and special education issues and related resources and services.
  • Minimum of one year of administrative office experience. 

Level II – 

Must have the experience of level I, plus: 

  • Minimum of one year of experience monitoring and working with grants and budgets.
  • Prior grant development experience. 
  • Minimum of one-year previous work experience with tribal resource programs and/or tribal government required.

Certifications/Licenses:

  • Valid and unrestricted Washington State driver’s license required.
  • Current CPR/1st Aid certification (must obtain before the start of employment).

Other Requirements:

  • Must be able to pass a thorough pre-employment background investigation. 
  • Must agree to be subject to the Tribe's Controlled Substance and Alcohol Testing Policy to include pre-employment screening.

Work Environment:

The work environment includes an office environment in a controlled atmosphere building, with a travel requirement of up to 15% of a given month using a GSA vehicle. Remote or hybrid work arrangements may be possible in accordance with the Tribe’s Telecommuting Policy with a minimum of quarterly onsite requirements.

Tribal Preference:

The Snoqualmie Indian Tribe follows the Tribal Hiring Preference as outlined in tribal policies, including the Tribal Employment Rights Ordinance (TERO). TERO sets forth certain hiring preferences for qualified individuals who are enrolled in a federally recognized Indian tribe, as well as, in some cases, preference for certain family members of those individuals.

Additional Information:

  • Hourly, compensation will be determined based on experience and starts at $27.21 per hour. 
  • This position is a full-time position and employment is at will. 

Location: 

  • Snoqualmie, WA - hybrid work arrangements may be possible in accordance with the Tribe’s Telecommuting Policy with a minimum of quarterly onsite requirements.
