Job Description - Community Engagement/Permitting Manager

 

Blue Sky Utility (BSU) is a fast-growing, mission-driven renewable energy company developing large-scale solar and battery storage projects across the U.S. Backed by a publicly traded global energy leader, BSU is focused on delivering cutting-edge clean energy solutions that drive sustainability and grid resiliency. With a growing portfolio of projects and a bold vision for a carbon-free future, we are seeking a passionate and strategic Community Engagement & Permitting Manager to join our team and lead outreach and entitlement efforts across New England.

Position Overview 
The Community Engagement & Permitting Manager will develop and advance the project pipeline to expedite permits and approvals. This person will act as a key liaison between Blue Sky Utility and local stakeholders—including elected officials, planning departments, regulatory agencies, landowners, and community members—across New England. This role is responsible for advancing Battery Energy Storage System (BESS), solar, and other renewable energy projects by managing stakeholder relationships, leading permitting and entitlement processes, and supporting business development initiatives. The ideal candidate will have a strong background in community outreach, permitting, and local government relations within the renewable energy sector. 

Permitting & Compliance: 

  • In partnership with the lead development engineer for each project, lead the ministerial and non-ministerial permitting process for BESS and renewable energy projects, ensuring compliance with local, state, and federal regulations.  
  • Work with development engineers, civil engineers, and outside counsel to prepare permit applications and supporting documentation. 
  • Make presentations to zoning, conservation, planning, fire, and other local officials. Present zoning frameworks, hazard mitigation plans, and emergency response plans to local officials. 

 

Local Government Relations: 

  • Serve as the primary contact for local government agencies, facilitating zoning, conservation, and other ministerial and non-ministerial approvals.  
  • Coordinate with fire departments and emergency services as needed. 
  • Project Evaluation & Site Visits: 
  • Conduct site visits to assess project feasibility, document physical conditions, and evaluate BESS pad location options. Collaborate with landlords and property owners throughout the development process.   

 

Tax Incentive Negotiation: 

  • Negotiate local tax incentives and support the development of financial agreements with municipal authorities to enhance project viability. 
  • Community Outreach and Representation: 
  • Plan and execute community engagement initiatives, including public meetings, open houses, and stakeholder events.  
  • Represent BSU at public hearings and respond proactively to community concerns.    

 

Internal Communication: 

  • Support the transition of projects from development to construction and operations.

  • Other Duties: 
    Additional responsibilities may be assigned to the manager. Organize stakeholder engagement events such as ribbon-cuttings and community meetings to build trust and partnership. Stay informed about local policy and energy sector developments through involvement in industry associations and advocacy groups.  

Qualifications: 

  • 5 –10 years of experience in community engagement, permitting, or business development within the renewable energy, utilities, or related sectors (solar, wind, storage, oil & gas, or commercial real estate). 
  • Demonstrated experience managing permitting processes. 
  • Proven track record of working with municipal authorities to secure zoning, conservation, and regulatory approvals. 
  • Experience in either solar energy development or battery energy storage systems is required.
