Job Description - Director, Elevators Inspections

Job Description

The Elevators Inspections unit (“Unit”) ensures the operational safety, reliable service, and lawful use of vertical transportation devices throughout New York City that include: elevators, escalators, amusement rides, personnel hoists, dumbwaiters, material lifts, wheelchair lifts, conveyors, and other related devices. The Unit ensures the safe installation and operation of vertical transportation devices and related equipment by performing inspections and audits.

Under the direction of the Assistant Commissioner of Mechanical and Plumbing Inspections, with considerable latitude for the exercise of independent judgement and decision, the Director, Elevators Inspections will be responsible for managing inspection and clerical staff who work diligently to ensure safety compliance for vertical transportation devices.
Key tasks and responsibilities:
- Oversee and maintain Unit operations by monitoring service levels, identifying problem areas, and taking corrective actions.
- Improve the operational systems, processes, and policies that support the Department’s mission; specifically, to support proactive safety approach, management reporting, information flow and record keeping, business processes and organizational planning.
- Manage projects and other initiatives to improve the inspectorial operations of the Unit; managing the compliance and office operations functions within the Unit.
- Review and analyze performance data, synthesize information, and prepare reports and dashboards on trends and findings.
- Work directly with executive level and unit staff to identify operational problems and provide recommendations for improving the day-to-day operations, enhancing service delivery, prioritizing assignments, and successfully implementing special projects and safety sweeps.
- Prepare for long term planning, including an initiative geared towards streamline efficiency, transparency, and potential operational impacts.
- Maintain excellent customer service by monitoring the quality and timeliness of the professional responsiveness by staff to customers via phone, email, and correspondence inquiries.
- Serve as technical consultant, participate in the planning of new inspectorial programs and the improvement of inspectional performance standards to meet the objectives of the Department, and review new technology, products, and proposed code revisions impacting vertical transportation devices.
- Develop inspectorial operational procedures and practices.
- Develop training curricula for Unit inspections team to ensure consistency and quality of inspections, and to keep current with the latest developments in their field.
- As needed, investigate and report on construction accidents, major fires, and other disasters in structures.
- Provide guidance to inspectors in their assessments and verifications of the installation, maintenance, modernization upgrades, and repair of elevators and related equipment to ensure compliance with safety regulations and codes.
- Provide vertical transportation guidance to the public.
- Provide specific code guidance to manufacturers, design and construction professionals, establishing final approval of contested code issues.
- Liaise with Filing Representatives, professionals, homeowners, other agencies, and industry organizations as required to resolve technical/code related issues.
- Collaborate with other units to resolve issues.
- Perform other tasks as directed by the Assistant Commissioner, Mechanical and Plumbing Inspections.

License Requirement
A Motor Vehicle Driver License valid in the State of New York is required for this assignment. This license must be maintained for the duration of the assignment.

Additional Information:
Only candidates with at least 4 years of experience in mechanical systems such as designing, planning, developing, implementing, inspecting, analyzing, and testing of vertical transportation devices and related equipment will be considered.

REMOTE WORK
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program.

ADMINISTRATIVE INSPECTOR (BUIL - 10073

Qualifications

1. Seven years of full-time satisfactory experience working at a construction trade or working as an inspector of construction, hoists and rigging, plumbing, boilers, or elevators; at least 18 months of which must have been in a managerial or administrative capacity; or

2. At least two years of experience, as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity, and a license as a professional engineer or registered architect issued pursuant to the education law; or

3. Education and/or experience which is equivalent to “1” above. All candidates must have at least 2 years of experience as described in "1" above, at least 18 months of which must have been in a managerial or administrative capacity. One year of experience will be credited for each year of apprenticeship in the construction trades or building inspection up to a maximum of three years of the general experience. Education towards a degree in architecture, architectural technology, construction management, engineering, engineering technology, or a related field from an accredited college or university will be credited on the basis of 30 credits for one year of experience, up to a maximum of four years of the general experience. One year of experience will be credited for each year of formal training or education in a field of study relevant to the construction trades up to a maximum of two years of the general experience.
