Position Summary:

The Project Monitor I (PM I) will support the Department of Energy (DOE), Office of State and Community Energy Programs (SCEP), Workforce Development programs. The SCEP workforce portfolio prepares the energy efficiency and building electrification workforce through the Energy Auditor Training Program, which funds states to train individuals to conduct energy audits of commercial and residential buildings; the Career Skills Training Program, which funds nonprofit-led partnerships with industry and labor organizations that pair classroom instruction with on-the-job training toward industry-recognized certifications; the Building Training and Assessment Centers Program, which establishes centers that train building technicians and engineers to deliver efficiency upgrades in commercial and institutional buildings; and the State-Based Home Energy Efficiency Contractor Training Program, which funds states to prepare the contractors who install residential efficiency and electrification upgrades.

The Project Monitor I will support the Workforce program federal teams by providing technical expertise and execution for the full grant lifecycle and other programmatic support.

Specific requirements and responsibilities include:

• Monitor assigned Workforce Development projects to ensure work scope, schedule, and budget are well defined and maintained.
• Perform standard technical evaluations of recipient activities, identify corrective actions as needed, and recommend refined project requirements.
• Track recipient training enrollment, completion, certification, and job placement metrics against approved milestones and targets.
• Review recipient progress reports, deliverables, and performance data for completeness and consistency with approved scopes of work.
• Support financial tracking for assigned awards, including monitoring obligations, expenditures, and cost share against approved budgets.
• Prepare and maintain financial assistance documentation in accordance with program and DOE requirements.
• Provide documentation support, including technical writing, editing, layout, document development and production, and desktop publishing.
• Compile and analyze program data using statistical and analytical methods to support program reporting and decision-making.
• Prepare briefing materials, presentations, and meeting support products for the Workforce Development federal team.
• Maintain accurate and timely records in DOE systems.

Minimum Required Qualifications:

• Bachelor of Science or Bachelor of Arts in engineering, business administration, environmental sciences, or a related discipline. Four (4) years of relevant education/experience may substitute for the Bachelor's degree.
• Minimum of four (4) years of relevant experience. A Master's degree may substitute for two (2) years.
• Experience with the Federal Government, preferably with DOE.
• Experience with financial assistance documentation disciplines and financial tracking systems.
• Experience in documentation disciplines, including technical writing, editing, layout, document development and production, and desktop publishing.
• Basic knowledge of modeling and measuring techniques, mathematics, statistical methods, operational mathematics techniques, and other economic disciplines, and the ability to utilize them in determining solutions.
• Experience applying operational research principles to investigate, analyze, plan, develop, implement, or evaluate systems.

Preferred Qualifications:

• Experience supporting DOE workforce development, training, or apprenticeship programs.
• Experience supporting SCEP or the Department of Energy.
• Familiarity with the Energy Auditor Training, Career Skills Training, Building Training and Assessment Centers, or State-Based Home Energy Efficiency Contractor Training programs.
• Experience working with State Energy Offices, workforce development boards, community colleges, labor organizations, or community-based organizations.
• Experience tracking training and employment outcome metrics for grant-funded programs.
• Familiarity with DOE systems.
