Salary: $110,000 - $140,000

Work Environment: Remote

Travel Required: 10%

Position Summary:

The Project Monitor III (PM III) will support the Department of Energy (DOE), Office of State and

Community Energy Programs (SCEP), Schools and Nonprofits (SNP) program. The SNP program funds

energy improvements at K-12 public school facilities to reduce energy use and costs, improve indoor air

quality, and foster healthier learning environments. In addition, it funds energy efficiency improvements

in buildings owned and operated by 501(c)(3) organizations so that savings can be redirected toward

mission-driven work.

The Project Monitor III will support the SNP federal teams by providing technical expertise and

execution across the full grant lifecycle, along with other programmatic support. This role works directly

with the SNP federal staff.

Specific requirements and responsibilities include:

  • Lead project monitoring across a portfolio of grant awards throughout the full grant lifecycle.
  • Perform technical evaluations and resolve complex compliance and technical issues, recommending refined project requirements.
  • Serve as a senior technical resource and provide quality assurance review of work products.
  • Manage assigned federal financial assistance awards directly, including monitoring recipient progress, deliverables, and milestones and communicating assessments to federal staff.
  • Review recipient adjustment requests and advise federal staff on appropriate action, ensuring award terms and conditions are met.
  • Oversee award closeout for assigned recipients, including final technical and financial reports and property dispositions.
  • Prepare briefings, decision memos, and presentations for the SNP federal team.
  • Maintain accurate and timely records in DOE systems.

Requirements

Minimum Required Qualifications:

  • Bachelor of Science or Bachelor of Arts in engineering, business administration, environmental sciences, or a related discipline. Four (4) years of relevant education/experience may substitute for the Bachelors degree.
  • Minimum of eight (8) years of relevant experience. A Masters degree may substitute for two (2) years.
  • Demonstrated leadership experience in problem-solving and in supporting the Federal Government.
  • Demonstrated experience managing federal financial assistance programs and individual grants across the full lifecycle.
  • Working knowledge of applicable statutes and regulations and DOE-specific policies, procedures, and regulatory compliance requirements.
  • Technical knowledge of energy efficiency project types funded under SNP, including the ability to evaluate projected energy and emissions savings across diverse project types.
  • Experience working with State, local, and Tribal communities

Preferred Qualifications:

  • Masters degree in engineering, business administration, environmental sciences, or a related discipline.
  • Experience managing DOE grants.
  • Experience supporting the Renew America’s Schools and/or Renew America’s Nonprofits programs.
  • Familiarity with Davis-Bacon Act prevailing wage requirements and other federal labor and procurement standards applicable to construction and retrofit work.
  • Experience supporting SCEP or the Department of Energy.
  • PMP certification.
  • Familiarity with DOE systems.

Salary Description

$110,000 - $140,000 annually
