LOCATION:
Remote - Must Live in California
EMPLOYMENT STATUS:
Non-exempt; Regular; Full time (37.5 hrs).
SALARY RANGE:
$26.23/hour - $36.59/hour
We base salary offers on program budget, experience and an internal equity analysis. Therefore, our offers are firm.

OFFICE OF CLIENTS’ RIGHTS ADVOCACY
DRC has a contract with the Department of Developmental Services (DDS), State of California, to provide Clients’ Rights Advocacy services for clients of each of the 21 regional centers located statewide. The Office of Clients’ Rights Advocacy (OCRA) provides those services. OCRA is a team of zealous advocates and disability generalists who are building a culture of teamwork and working for a world where all disabled people have power, are treated with dignity and respect, and make their own decisions.
The Peers Understanding, Learning, Supporting, and Educating (PULSE) Unit within OCRA is funded by DDS for the purpose of providing information to regional center clients conserved by DDS.
PURPOSE OF THE JOB
The PULSE Liaison helps DDS conservatees understand the conservatorship process. This includes understanding the proceedings, the rights and powers a conserved person retains and those that their conservator holds, what decisions a conservatee can make independently and through Supported Decision Making and recognizing and providing referrals for advocacy.
JOB RESPONSIBILITIES
DRC provides reasonable disability-related accommodations to enable qualified individuals with disabilities to perform the essential functions. PULSE Liaison essential functions include:
Liaison Duties – 75 %
· Visit people conserved by DDS to inform them of their rights in the conservatorship process, refer for advocacy, and explain Supported Decision Making. These visits may take place in the individual’s place of residence, adult residential facility, day program, restrictive setting, or other community setting.
· Complete visit documentation and workflow.
· Regularly learn about conservatorship processes and proceedings, the powers of a conservator, the rights of a conservatee, and the Supported Decision Making process.
· Recognize the need for and provide appropriate referrals for advocacy.
· Other duties as assigned.
Administrative Functions – 15%
· Document, complete, and submit information in accordance with contractual requirements.
· Collect data for all required reporting.
· Calendar, plan, and schedule regular travel to meet conservatees.
· Other duties as assigned.
Community Engagement – 10%
· Participate in PULSE and/or OCRA meetings and activities.
· Take part in outreach and/or community engagement opportunities.
· Join in agency-wide committees as assigned by Program Manager.
· Other duties as assigned.
SUPERVISORY RESPONSIBILITIES
This position has no supervisory responsibilities.
MINIMUM QUALIFICATIONS
EDUCATION AND EXPERIENCE:
(Applicants MUST meet EACH of the minimum qualifications to be considered for an interview.)
· High school diploma, two-year college or technical school OR equivalent combination of substantially similar experience or training.
· Experience working with individuals with intellectual and developmental disabilities.
· Experience working with or sensitivity to individuals with disabilities and/or individuals from ethnic or language distinct communities.
· Ability to establish rapport with individuals by practicing active listening and empathy to understand personal experiences and build trust.
· Effective oral and written communication skills sufficient to explain technical information to a conservatee in terms they understand based on individual learning styles.
· Proficiency with Windows-based computer applications including Microsoft Office and case management software.
· Ability to perform administrative tasks including completing digital forms.
· Willingness and ability to travel throughout California.
· Willingness and ability to work occasional evenings and weekends if required to meet conservatee schedules and needs.
DESIRABLE QUALIFICATIONS
(Applicants DO NOT have to meet any of the Desirable Qualifications to be considered for an interview.)
· Associate degree in a related field or equivalent from two-year college or technical school OR equivalent combination of substantially similar experience or training.
· Ability to read, write and speak Spanish or an Asian language, or ability to communicate using American Sign Language, with sufficient fluency to communicate clearly and conduct trainings.
· An understanding of or lived experience with the disability community especially as it relates to conservatorship, mental health, and the Regional Center system.
· Experience with or knowledge of conservatorships and/or the conservatorship process in California.
· Experience with or knowledge of Supported Decision Making.
· Knowledge of the rights and services for individuals with disabilities. Including regional center, public benefits, and other generic services.
TRAVEL REQUIREMENTS
Ability to travel heavily, up to 80% of the time, for activities such as conservatee visits, team meetings, training, and outreach or community engagement activities. More travel may be required to meet program or contract requirements.
WORKING CONDITIONS
The following describes general working conditions and requirements of the job, which can be performed with or without disability-related reasonable accommodations.
· Duties are performed in office and home environments and the field in a wide range of settings, including private residences, courthouses, congregate care or other institutional settings, and community agencies.
· Duties frequently require sitting and communicating with others.
· Must be able to transport oneself to work-related meetings, hearings, facilities, and settings where clients live.
