Regulation Specialist III

The budgeted hiring range for this position is $75,000-80,000.

The Regulation Specialist is primarily responsible for ensuring Nightingale Education Group, specifically Nightingale College, is in compliance with appropriate state and federal regulations governing distance education access and licensure eligibility for its learners and graduates. The Regulation Specialist will spend time researching state and federal regulations, updating internal tracking, and ensuring proper disclosures are made by various functions within the College. The Regulation Specialist will be researching and communicating with outside state and federal regulatory agencies to address problems and obtain approval for new and current programs offered by the College. This may include attending licensing board meetings remotely or in person as necessary.

• Communicate regularly with state nursing regulatory bodies (i.e. boards of nursing) to clarify discrepancies or confusion in statutes and rules pertaining to licensure and out-of-state programs conducting in-state rotations. Research and evaluate each individual state’s statutes and rules to determine graduate licensure eligibility and College eligibility for Supervised On-Ground Field Experiences (SOFE).
• Regularly review/audit state and federal laws and rules for changes that will affect the College and its learners. Research and evaluate statutes and rules to determine risk and eligibility for College programs.
• Research, author, and submit applications to assigned state regulatory bodies to obtain approval for College SOFEs.
• Regularly review federal laws and regulations for changes that will affect the College and its learners.
• Regularly review proposed federal agency regulations (e.g. US Department of Education) for changes that will affect the College and its learners.
• Assess proposed regulations for risk, and communicate possible risks to Director, Regulatory & Legislative Strategy, and NEG leadership.
• Respond to inquiries regarding College programs from regulatory bodies in a timely and professional manner.
• Coordinate with and respond to state education regulatory bodies and/or NC-SARA state portal entities regarding distance education rules and regulations in each state.
• Collaborate with College leadership on new College initiatives that may have state or federal regulatory concerns.
• Coordinate with College’s legal team when legal expertise is needed to interpret state and federal regulations.
• Coordinate with state and federal legal counsel regarding College interests when necessary.
• Present to state regulatory bodies (i.e. boards of nursing) when needed to address College initiatives and programs.
• Provide proactive testimony to Boards of Nursing regarding mission-focused policy concerns when appropriate (e.g. first-time pass rate changes)
• Coordinate with Nursing Education Services to ensure state annual reports are completed and submitted in a timely manner.
• Develop and maintain professional relationships with appropriate state regulatory body staff. Educate regulatory body staff when necessary on the application of their statutes and regulations.
• Maintain and regularly update a College database of state regulatory information and communication. Provide requested reports to College functions regarding state authorization issues.
• Coordinate frequently with College functions regarding state authorization issues (i.e. rotation permission, licensure eligibility, etc.).
• Coordinate with Utah NC-SARA state portal entity to ensure NC-SARA and federal regulation compliance.
• Maintain and submit national-level applications for approval/re-approval (i.e. NC-SARA renewal).

• Bachelor's degree or comparable working experience. Paralegal or regulatory experience preferred.
• 2+ years of state authorizations/compliance experience required.
• 5+ years of experience with statute/regulation analysis and review.

All new hires are required to attend New Collaborator Orientation (NCO) in Salt Lake City, Utah. The College will pay for travel and lodging accommodations.
