Job Description - SEN Complex Case Officer


5 Month Contract With A Local Authority







Job Purpose

To manage complex or escalated Education, Health and Care Plan (EHCP) Annual Review cases, particularly where review outcomes are disputed, require significant amendments, or involve complex decision-making. The postholder will lead cases from review through to final amended plans, working collaboratively with families, education settings, and professionals to achieve appropriate outcomes while seeking to minimise escalation to formal dispute or tribunal where possible.













Key Responsibilities



  • Manage a caseload of complex or escalated Annual Review cases from review decision through to the issue of amended or final EHCPs.

  • Take ownership of challenging cases, including disputes raised by parents, carers, or education settings.

  • Assess and manage requests for specialist, independent, or out-of-county placements.

  • Coordinate and implement significant amendments to EHCP provision where required.

  • Prepare comprehensive reports and present complex Annual Review outcomes to the Review and Consultation Panel (RCP).

  • Provide evidence and justification for funding increases, placement changes, and specialist provision recommendations.

  • Work collaboratively with parents and carers, schools, SENCOs, education providers, and other professionals to achieve appropriate outcomes.

  • Manage expectations, resolve issues where possible, and reduce the likelihood of escalation to mediation or SEND Tribunal.









Requirements



  • Experience managing complex Education, Health and Care Plan (EHCP) Annual Review cases.

  • Strong knowledge of SEND legislation, the SEND Code of Practice, and statutory Annual Review processes.

  • Experience working with families, schools, SENCOs, and multi-agency professionals.

  • Ability to manage sensitive and potentially contentious cases with professionalism and empathy.

  • Excellent written and verbal communication skills, including report writing and presenting cases to decision-making panels.

  • Strong organisational skills with the ability to manage competing priorities and statutory deadlines.

  • Confident in analysing complex information and making evidence-based recommendations.









Additional Information



  • Location: Fully Remote

  • Hours per Week: 36.25 hours (Monday to Thursday 8:45am–5:00pm, Friday 8:45am–4:00pm)

  • Pay: Bi-Weekly
