Job Description - Senior Manager, EECBG Program


Position Location: 1000 Independence Ave SW, Washington D.C. 20585

Salary: $130,000 - $170,000

Work Environment: Remote

Travel Required: 10%-15%

Position Summary:

The Senior Manager will support the Department of Energy (DOE), Office of State and Community

Energy Programs (SCEP), Energy Efficiency and Conservation Block Grant (EECBG) program. The

EECBG program provides funding to local governments, states, territories, and Tribes to implement

strategies that reduce fossil fuel emissions, reduce total energy use, and improve energy efficiency across

the transportation, building, and other sectors.

The Senior Manager serves as the primary contractor point of contact for the EECBG federal teams and

manages a team of Project Monitors supporting the full grant lifecycle.

Specific requirements and responsibilities include:

Federal Customer Support

- Serve as the day-to-day point of contact for EECBG federal staff, including Program Managers

and Project Officers; translate federal priorities into team assignments and track them to

completion.

- Support federal staff in the review, negotiation, and approval of state and community program

applications, plan revisions, and budget modifications.

- Prepare and deliver briefings, decision memos, data summaries, and presentations for federal

leadership.

Team Management

- Manage, mentor, and allocate a team of Project Monitors and Grants Monitors across an assigned

portfolio of awards.

- Assign and balance workload against priority and response-time requirements; escalate

resourcing gaps.

- Perform final quality control review of work products before delivery to DOE.

- Supervise and approve timecards.

Grant Lifecycle Oversight

- Oversee post-award monitoring, including desktop and on-site monitoring, milestone and

technical target tracking against approved Statements of Project Objectives, quarterly/semiannual

performance report review, and financial report review.

- Oversee review of recipient deliverables for compliance with applicable statutes, program

guidance, and award terms and conditions.

- Oversee award closeout, including closeout documentation, final technical and financial reports,

and property dispositions.

- Ensure accurate and timely entry and reporting in DOE systems.

Reporting

- Own program-specific content for the Monthly Status Report.

- Identify performance risks, data quality issues, and recipient compliance concerns; propose and

drive corrective actions.


Requirements

Minimum Required Qualifications:

- Bachelor of Science or Bachelor of Arts in engineering, business administration, public

administration, or related disciplines that provide the functional skills to perform the requirements

and responsibilities.

- Minimum of twelve (12) years of relevant experience.

- Demonstrated experience managing and mentoring technical or programmatic staff.

- Demonstrated experience supporting the Federal Government, including direct interaction with

federal program staff.

- Demonstrated experience with federal financial assistance such as grants and cooperative

agreements across the full lifecycle (application review, negotiation, post-award monitoring,

closeout).

Preferred Qualifications:

- Master’s degree in engineering, business administration, environmental sciences, or related

disciplines.

- PMP certification.

- Experience supporting the EECBG program.

- Experience supporting the Office of State and Community Energy Programs.

- Experience supporting the Department of Energy.

- Experience with DOE systems.
