Position Summary
The Senior Principal Technical Writer serves as the lead Subject Matter Expert (SME) and primary authority for all technical documentation supporting Other Transaction Authority (OTA), consortium, and Commercial Technologies for Maintenance Activities (CTMA) initiatives. This position is responsible for the end-to-end planning, development, integration, quality assurance, and delivery of mission-critical written products supporting acquisition execution, strategic communications, milestone decisions, stakeholder engagement, and program success.
Operating with a high degree of autonomy, the Senior Principal Technical Writer translates complex technical, acquisition, engineering, and programmatic information into clear, concise, and actionable documentation suitable for executive, customer, and stakeholder audiences.
Key Responsibilities
Technical Writing and Subject Matter Expertise
- Serve as the senior technical writing SME for OTA, consortium, and CTMA programs and initiatives.
- Develop high-quality technical, acquisition, programmatic, and executive-level documentation that aligns with organizational objectives.
- Translate complex technical and business information into clear, concise, and audience-appropriate products.
- Ensure accuracy, consistency, readability, and compliance with contractual, organizational, and government requirements.
- Maintain expert knowledge of documentation standards, acquisition processes, and best practices.
Program Documentation Ownership
- Lead the development, coordination, integration, and completion of all required documentation across assigned programs.
- Manage writing deliverables from concept development through final submission and approval.
- Develop and maintain documentation frameworks, templates, style guides, and standard operating procedures.
- Ensure documentation is delivered accurately, professionally, and within required timelines.
Reporting and Milestone Support
- Prepare monthly program status reports, executive summaries, strategic communications, and performance updates.
- Develop milestone documentation supporting reviews, decision briefs, program assessments, and leadership engagements.
- Create executive-ready materials that support informed decision-making and program oversight.
- Coordinate reviews and approvals to ensure stakeholder alignment.
Cross-Functional Collaboration
- Collaborate with program managers, engineers, contracting officers, acquisition professionals, financial analysts, and external partners to gather and validate information.
- Serve as the primary integrator of technical and programmatic content across multiple stakeholders.
- Facilitate communication among stakeholders to ensure information consistency and completeness.
- Align technical documentation with strategic messaging and acquisition objectives.
Quality Assurance and Process Leadership
- Establish and implement organizational best practices for technical writing and documentation management.
- Review, edit, and enhance documents produced by team members and contributors.
- Conduct quality reviews to ensure compliance, consistency, and professionalism.
- Identify documentation risks, gaps, and inconsistencies and implement corrective actions.
- Continuously improve documentation processes, efficiencies, and knowledge management practices.
Strategic Leadership and Influence
- Advise senior leadership on communication strategies, documentation approaches, and information management practices.
- Support organizational efforts to improve documentation scalability, standardization, and reuse.
- Influence the development of enterprise-wide documentation standards and processes.
- Mentor and provide guidance to technical writers, analysts, and program team members.
Scope and Impact
The Senior Principal Technical Writer:
- Supports multiple concurrent OTA, consortium, and CTMA programs and initiatives.
- Directly influences program execution, milestone achievement, and leadership decision-making.
- Ensures continuity, quality, and integrity of critical program documentation.
- Acts as the senior-most writing authority across assigned portfolios.
- Plays a vital role in customer engagement, strategic communications, and organizational success.

Experience
- Minimum of 10 years of progressive technical writing, acquisition documentation, program management support, or related experience.
- Demonstrated experience supporting Department of Defense (DoD), federal government, defense industry, or advanced technology programs.
- Experience developing executive-level reports, strategic communications, technical documentation, and program deliverables.
- Experience leading documentation efforts across complex, multi-stakeholder environments.
- Proven ability to independently manage multiple priorities and deadlines.
Preferred
- Experience supporting OTA agreements, consortium management activities, or CTMA initiatives.
- Experience supporting Army, Navy, Air Force, Marine Corps, or Defense Agency programs.
- Experience working with research, development, prototyping, and transition-to-production efforts.
- Experience supporting acquisition milestone reviews and executive governance boards.
- Experience overseeing technical writing teams or documentation programs.

Salary Range (DMV Market)
$115,000 annually – $145,000 annually
Location-Based Compensation
Compensation is determined based on the employee's primary work location, applicable labor market, experience, education, certifications, security clearance, and other job-related factors. Candidates working outside the DMV may receive a different salary range consistent with local market conditions and applicable law.
