Senior Program Analyst SME, Weather Capability Integration

Concept Solutions, LLC is seeking a seasoned Program Analyst SME to provide high-level programmatic and analytical support for the FAA’s efforts to integrate advanced weather capabilities into Air Traffic Control (ATC) operations. This role supports national initiatives to enhance strategic and tactical ATC decision making through the deployment of improved weather data, automation tools, and systems engineering processes. This is a contingent position based on an upcoming proposal.  this is a hybrid role local to the WDC Metro Area.

The candidate will contribute directly to the implementation and management of a weather strategy designed to modernize FAA systems and procedures. This work involves assessing maturity, applicability, and sequencing of advanced weather products that aid controllers in managing complex traffic flows and trajectory reconfigurations. The Program Analyst will evaluate and advise on planning, execution, and systems alignment across FAA weather-related programs.

Key responsibilities include:

• Supporting the FAA’s strategy to integrate advanced weather products into ATC decision support systems
• Managing planning and execution of weather capability deployments based on technical maturity, operational utility, and inter-system dependencies
• Coordinating implementation sequencing to align with capacity and efficiency goals in the National Airspace System
• Providing systems engineering input and analytical support across weather-related FAA programs and initiatives
• Facilitating cross-stakeholder collaboration between technical teams, operational users, and program managers
• Conducting trade studies, impact assessments, and configuration planning to inform FAA decisions
• Supporting risk and strategic planning initiatives tied to weather and ATC automation

Requirements

• Bachelor’s degree in any field
• Minimum of 20 years of relevant professional experience, including expertise in program analysis, strategic planning, or systems engineering within a federal or aviation domain
• Experience supporting FAA programs or equivalent air traffic systems is highly desirable
• Knowledge of trajectory-based operations, ATC decision support environments, and advanced weather systems preferred
• Strong ability to evaluate complex interdependencies across systems and translate technical requirements into actionable plans
• Proven track record of supporting government initiatives involving cost, risk, and schedule integration across programs
