Position Overview
We seek a Senior Systems Analyst to support a healthcare-related Maryland state agency in maintaining critical healthcare technology infrastructure. This role focuses on the day-to-day operations of health benefit exchange systems and related applications that serve Maryland residents seeking health insurance coverage.
The selected candidate will work directly with the agency's Information Technology division to ensure system reliability, performance, and security. This position requires technical expertise in enterprise data management, batch processing, and cloud-based healthcare systems.
Core Responsibilities
Informatica PowerCenter Management
- Install, configure, and manage Informatica PowerCenter environments
- Assess upgrade impacts for Informatica components including mappings, workflows, and Extract, Transform, Load (ETL) processes
- Restore PowerCenter services and manage user access controls
- Troubleshoot PowerCenter operations and resolve technical issues
Batch Operations and Scheduling
- Create and schedule batch jobs using Control-M or equivalent tools
- Develop calendars and daily schedules for critical batch processes
- Monitor batch execution and resolve failures
- Support 24/7 batch operations including weekends and holidays
System Troubleshooting and Maintenance
- Identify and resolve system outages in Amazon Web Services (AWS) environments
- Troubleshoot Java applications running on JBoss and Tomcat servers
- Analyze application logs and system logs through Splunk
- Generate and install security certificates and Pretty Good Privacy (PGP) keys
Database and Integration Support
- Work with PostgreSQL databases and execute Structured Query Language (SQL) functions
- Support application and batch integration processes
- Configure and maintain Red Hat JBoss, Fuse, Apache, and Tomcat HTTP servers
- Deploy and verify Secure Sockets Layer (SSL) certificates
Operational Excellence
- Perform scheduled maintenance including patching, performance tuning, and backups
- Execute capacity planning and scalability assessments
- Support software releases and change control processes
- Work with Jenkins for automated code deployment
Collaboration and Communication
- Manage incidents and changes through JIRA Service Desk
- Collaborate with multidisciplinary teams across different functions
- Provide technical recommendations for issue resolution and risk mitigation
- Support Project Management Office (PMO) processes and procedures
Required Qualifications
Education
- Bachelor's degree in Engineering, Computer Science, Information Systems, Business, or related field from an accredited institution
Technical Experience
- Three years performing Informatica PowerCenter operations, administration, or troubleshooting
- Three years as a Batch Operator using Control-M or equivalent scheduling tools
- Two years working with PostgreSQL databases or equivalent environments
- Experience in health insurance marketplace, healthcare, or health and human services domains

Advanced Experience
- Five years supporting complex enterprise system operations

- Critical thinking and problem-solving in large infrastructure environments
- Control-M or equivalent batch application expertise
- AWS-hosted web system management
- Electronic Data Interchange (EDI) operations knowledge
- Java runtime environment concepts (heap memory, thread dumps, garbage collection)
- PMO processes, policies, and procedures experience
Work Environment
Schedule and Flexibility
- Standard hours: 8:00 AM – 4:30 PM Eastern Time, Monday through Friday
- Flexibility required for extended hours, weekends, and holidays
- On-call rotation participation as needed
- Remote and on-site work as determined by agency requirements
Security Requirements
- Must pass enhanced background check for Federal Tax Information (FTI) access
- FBI fingerprint-based criminal record check required
- Citizenship/residency verification for legal employment authorization
- Ongoing reporting obligations for arrests or charges
