Overview
If your talent is directed to mission to delivery of improved health and readiness solutions for federal programs through research, development, and innovative care processes, we are interested in speaking with you. DLH Corp is seeking an experienced and mission-driven casual part-time Subject Matter Expert (SME) in Acquisition and Medical Simulation & Training to join our growing Health Readiness and Innovation portfolio. This role is ideal for a seasoned professional with hands-on experience managing large-scale federal programs, particularly within the Defense Health Agency (DHA) or other military health systems.


As a trusted advisor and technical leader, you will support strategic planning, proposal development, and program execution efforts that align with DLH’s commitment to advancing health outcomes and operational readiness for federal clients.


Responsibilities



  • Serve as a senior advisor on government acquisition strategy, requirements generation, and procurement planning, particularly in the medical modeling and simulation space.

  • Provide technical and programmatic insights for capture efforts, white papers, and proposal responses, including opportunities.

  • Translate military medical training and simulation needs into scalable, compliant solutions for government customers.

  • Collaborate with internal stakeholders across program management, business development, and R&D to align solution design with customer priorities.

  • Lead and/or support project teams during the pre-award and post-award phases of federal contracts.

  • Represent DLH in key engagements with federal stakeholders, offering thought leadership grounded in experience within DoD and DHA environments.


Qualifications



  • Bachelor’s degree in Engineering, Health Sciences, or a related technical field; MBA or advanced degree preferred.

  • Minimum 16 years of experience in government program management, acquisition, or technical leadership roles.

  • Deep knowledge of DoD acquisition lifecycle, FAR/DFARS regulations, and DAWIA Level III certification (SPRDE or PM) strongly preferred.

  • Proven track record in managing or advising on medical simulation and training programs in a federal context.

  • Demonstrated success leading cross-functional teams and delivering complex, high-value projects.

  • Excellent communication, stakeholder engagement, and strategic planning skills.


Preferred Experience



  • Prior service in a leadership role with DHA and similar agencies.

  • Direct involvement in shaping or managing federal contract vehicles related to training, simulation, or health innovation.

  • Experience advising or contributing to proposal development, including technical volumes and cost strategy.
