Youth Behavioral Health Liaison (YBHL)



Mark Twain Behavioral Health (MTBH) is a private not-for-profit Certified Community Behavioral Health Organization serving Northeast Missouri since 1975 with a wide variety of outpatient services. Mark Twain Behavioral Health is seeking a full-time YOUTH BEHAVIORAL HEALTH LIAISON for our Northeast Missouri service region with a focus in Marion and Lewis Counties. The Youth Behavioral Health Liaison (YBHL) is a mental health professional who forms local community partnerships with various youth-serving organizations to address specific behavioral health needs of vulnerable children and youth.  The selected applicant will need to reside in the service region to develop community partnerships.

Role Responsibilities




  • Establish ongoing relationships with community youth service agencies

  • Coordinate services with local systems of care:  Facilitate access, answer general questions, link to age-appropriate services/resources, provide education and coordinate trainings, facilitate new referrals, follow-up with new and existing clients, work to resolve communication and structural issues, and assist law enforcement in residency and wellness checks as needed

  • Coordinate with Access Crisis Intervention (ACI)

  • Participate in local Crisis Intervention Teams (CIT)

  • Attend monthly conference calls, webinars, face-to-face meetings/trainings, and conferences such as the annual Missouri Behavioral Health Council (MBHC) and Missouri CIT when possible

  • Attend quarterly YBHL meetings coordinated by MBHC and Department of Mental Health (DMH)

  • Work closely with all agencies that have Community Behavioral Health Liaisons (CBHL)

  • Work closely with MBHC's Youth Services Manager and DMH Children's Director for completion of reporting requirements

  • Possess and demonstrate the core competencies and skills of professionalism, quality customer service, commitment to personal excellence with service provision, engagement in collaborative relationships/teamwork, empowering others and valuing diversity, utilizing creative, strategic and flexible thinking, focus on decision making, problem-solving and conflict resolution, organization and time management

  • Have knowledge of the local system of care, trauma-informed principles, behavioral health disorders, and be proficient in public speaking and delivery of professional training

  • Represent MTBH in the community and behave in a professional and courteous manner

  • Adhere to client rights and confidentiality requirements




Adherence to the MTBH Ethical Code of Conduct and all policies is required.



Reliable transportation, a current driver’s license, and willingness to travel are required.




Qualifications




  • Bachelor's Degree in a Human Services field which may include Social Work, Psychology, Nursing, Education, Criminal Justice, Recreational Therapy, Human Development and Family Science, Child Development, Gerontology, Sociology, Human Services, Behavioral Science and Rehabilitation Counseling OR

    • A four (4) year combination of higher education and qualifying experience OR

    • Any four (4) year degree with two (2) years qualifying experience OR

    • An Associate of Applied Science in Behavioral Health Support degree from an approved institution OR

    • Four (4) years of qualifying experience

      • Qualifying experience must include delivery of services to individuals with mental illness, substance use disorders, or developmental disabilities with experience including at least one of the following:

        • Provide one-on-one group services with rehabilitation/habilitation and recovery/resilience focus

        • Teaching and modeling for individuals how to cope and manage psychiatric, developmental, or substance use issues while encouraging the use of natural resources

        • Supporting individuals in their efforts to find and maintain housing, employment, and/or to function appropriately in family, school, and community settings

        • Assisting individuals to achieve the goals and objectives of their individual treatment plans







  • A demonstrated knowledge of alcohol and drug addiction or Certification as an Alcohol and Drug Counselor, is also preferred for this position

  • Excellent written and verbal communication skills
