Job Title: Rental Assistance Field Agent

Reports To: Rental Assistance Field Supervisor

Salary Grade: 11

This is not a remote or telework position.

A complete job description will be provided to candidates, if selected for an interview.

NOTE: Applicant will be required to pass a drug-screening test and criminal background check. 

This position has been identified as “Safety-sensitive.” “Safety-sensitive”- Is defined to mean any job that includes tasks or duties that the employer reasonably believes could affect the safety and health of the employee performing the task or others. Such positions will be subject to increased oversight as allowed by 63 O.S. § 427.8(k). These positions will be subject to drug screening in accordance with the drug testing policy of the OHFA Employee Handbook. 

 

SUMMARY 

Administers the Section 8 tenant-based rental assistance functions by performing the following duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

  • Responsible for completing all initial enrollments, initial contracts, annual and interim reexaminations in a timely manner to determine tenant eligibility, rent calculations, and compliance with applicable regulations.
  • Responsible for performing inspections of housing units to ensure compliance with the Housing Quality Standards (HQS).
  • Responsible for obtaining information on rental structure to determine unit comparability and reasonableness within the market location, conducting rent surveys to substantiate rent structure, negotiating contract leases and rents between landlords/owners on behalf of the Oklahoma Housing Finance Agency (OHFA), and entry and submission of correct and accurate information for payments to be made on eligible units and to tenants.
  • Responsible for sending and receiving current data from the host computer through electronic transmissions.
  • Responsible for conducting orientations for prospective participants.
  • Responsible for maintaining all necessary supplies and equipment to accomplish job responsibilities.
  • Responsible for addressing any health, safety and tenant issues and following up, when necessary, with owners/agents and tenants to ensure appropriate action has been taken.
  • Responsible for ensuring OHFA attains the highest rating of performance on SEMAP indicators.
  • Responsible for maintaining knowledge of all regulations, policies and procedures for use in daily processing and administration of the Section 8 Housing Choice Voucher (HCV) Program and other special programs for implementing all new federal rules and regulations.
  • Responsible for communication and maintaining professional working relationships with the public, owners, property managers, and tenants to ensure understanding of program compliance policies, investigating and resolving complaints to the landlord and tenant satisfaction.
  • Responsible for representing the agency in public functions, seminars, and all other assigned public relations activities.
  • Responsible for delivering exceptional customer service to all external and internal customers by being polite and helpful at all times.

Requirements

QUALIFICATIONS

EDUCATION and/or EXPERIENCE 

Bachelor's degree from a four-year college or university; or two to six years related experience and/or training preferred; or equivalent combination of education and experience.

CERTIFICATES, LICENSES, REGISTRATION

Valid driver's license

Must be bondable

Certification in Housing Choice Voucher (HCV) Specialist and Housing Quality Standards (HQS) is required within six months of hire.

Proof of Insurance

*Must have reliable transportation suitable for essential job functions. Mileage reimbursement is available.

Extensive travel is required with some overnight stays, depending on assigned duties and/or geographical area.
