Job Description - Resident Engineer

Description

Hill International is seeking a Resident Engineer in Central New Jersey who can lead and oversee transportation construction management activities for major highway, complex bridge, and marine construction projects.



Responsibilities
  • Administer the construction contract and review work for compliance with all governing specifications
  • Provide program and construction management leadership for large-scale design-build projects, including complex, high-profile infrastructure projects exceeding $500M in value
  • Review work progress for compliance with the contract documents
  • Proactively review the contract documents to anticipate, identify, and/or prepare change orders needed to resolve conflicts and/or recommend improvements
  • Ensure safety on the jobsite by observing contractor operations and traffic conditions, making recommendations, and taking corrective action when necessary
  • Apply PTC, PennDOT, NJTA and/or NJDOT construction management and inspection procedures to ensure compliance with agency requirements
  • Prepare reports and maintain accurate and complete project records
  • Prepare contract change orders for making alterations, deviations, additions to, or deletions from the plans and specifications to ensure proper completion and construction
  • Review CPM schedule and identify and mitigate project risks
  • Lead high-pressure coordination meetings with public officials, contractors, and public utility companies
  • Assist in the resolution and response to contractor disputes in a timely manner
  • Prepare draft claim reports when required
  • Utilize heavy-highway construction management software, including CapEx, Site Manager, e-Builder, and FACS to track project progress, manage documentation, and support construction oversight activities
  • Manage and support projects funded through FHWA programs, ensuring compliance with federal requirements and regulations


Qualifications

•    Bachelor’s degree in Civil Engineering, Construction Management or equivalent
•    10+ years of experience in construction management of heavy civil engineering projects, specifically major highway and complex bridge structures; specifically tied arch bridge experience required, marine construction experience preferred
•    Registration as a Professional Engineer and/or an active NICET Level IV Highway Construction certification required. Rutgers Traffic Control Coordination (TCC), American Concrete Institute (ACI) and/or OSHA 10/30 certifications preferred
•    Valid driver’s license
•    Must work on-site daily in Bristol Township, PA and/or Florence Township, NJ
