Job Description - Residential Building Inspector

Haverford Township is seeking a skilled and detail-oriented Residential Building and Code Inspector to help ensure safe, compliant, and well-maintained residential properties throughout the Township. This position is responsible for conducting inspections related to building, plumbing, mechanical, energy, and property maintenance codes. Responsibilities include inspections at various stages of residential construction, use and occupancy transfers, rental inspections at time of tenant transfer, and the investigation of code and health complaints. The ideal candidate will combine technical expertise with strong communication skills and a commitment to public service.



Essential Functions & Responsibilities



  • Enforce Township ordinances and the International Property Maintenance Code

  • Conduct residential inspections for building, plumbing, mechanical, energy, and property maintenance compliance

  • Inspect residential properties at time of use and occupancy transfer

  • Inspect registered rental properties at time of tenant transfer

  • Review and inspect residential construction at various stages in accordance with applicable codes

  • Respond to and investigate citizen complaints involving potential code or health violations

  • Issue violation notices and ensure timely resolution

  • Testify in court when required

  • Enforce and administer all applicable building, plumbing, mechanical, energy, and property maintenance codes

  • Maintain accurate inspection records, permits, reports, and complaint files

  • Assist with maintaining current and accurate electronic and paper records related to permitting and code enforcement

  • Communicate effectively with residents, elected officials, contractors, and Township staff

  • Work collaboratively with other inspectors in the department

  • Perform data entry and use permitting and inspection software systems

  • Perform other duties as assigned by the Director of Codes and/or designee



Qualifications



  • High School diploma or equivalent required

  • Valid driver’s license required

  • PA UCC or ICC Residential Building Inspector Certification required

  • Additional certifications preferred:

    • Residential Plumbing Inspector

    • Residential Mechanical Inspector

    • Residential Energy Inspector



  • Experience in municipal code inspections strongly preferred

  • Knowledge of residential construction techniques, blueprint reading, and inspection procedures

  • Working knowledge of national and state building, plumbing, mechanical, energy, and property maintenance codes

  • Ability to interpret and apply ordinances, laws, and regulations

  • Strong written and verbal communication skills for inspection documentation and case preparation

  • Professional demeanor when interacting with residents, contractors, and coworkers

  • Ability to work under adverse weather conditions and occasionally hostile situations

  • Ability to maintain confidentiality at all times

  • Ability to handle multiple tasks with frequent interruptions



Technology & Office Skills



  • Proficient use of electronic office equipment including copier, scanner, and telephone

  • Strong computer skills including Microsoft Word, Excel, and Outlook

  • Ability to quickly learn and use permitting and inspection software



Licenses, Registrations & Certifications Required



  • International Code Council (ICC) – Property Maintenance and Housing Inspector

  • Current ICC and PA UCC Residential Certifications in:

    • Building

    • Plumbing

    • Mechanical

    • Energy





Work Environment


This position requires a combination of fieldwork and office duties and may involve exposure to varying weather conditions, construction sites, and challenging interactions with the public.
