The Residential Program Manager assures that this mission is the foundation for the delivery of services and carrying out job duties.
POSITION SUMMARY The role of the Residential Clinical Program Manager is to supervise and oversee the delivery of integrated substance use and mental health treatment services in a 70-bed adult residential program. This role is responsible for providing clinical supervision to addiction and dual diagnosis counselors that support patients in residential treatment. Additionally, this position ensures compliance with regulatory standards, supports the development of improved systems to enhance patient care, and works in collaboration with the Residential Assistant (milieu staff) supervisor and other members of the leadership team to oversee consistency and clear communication of the daily operations of the residential milieu.
The Program Manager acts as a liaison between clinical, medical, and residential support teams to promote coordinated, person-centered care. The Program Manager is responsible for creating an overall atmosphere for patients that is welcoming, safe, and equipped to provide high quality clinical care and meet patients’ basic needs. They will lead with warmth, empathy, genuineness, concreteness, and consistency.
ESSENTIAL JOB FUNCTIONS
Leadership Responsibilities
Serves as a member of the Residential Leadership Team and Fora’s Leadership Team.
Establishes protocols, policies and practices that increase the therapeutic excellence of the program and hold staff accountable to these standards.
Develop and implement staff training related to co-occurring disorders, trauma-informed care, and crisis intervention.
Provides regular (biweekly individual and monthly group) formal management supervision with the clinical staff. Has skills to independently identify growth and performance opportunities of direct reports and follow through with necessary progressive discipline as appropriate.
Focus on stability in the counselor schedules, to include oversight of 7-day a week programming. This includes focusing on hiring and onboarding for any vacant positions, arranging coverage for staff absences, and ensuring that patients receive consistent and predictable treatment services.
Orients, supervises, and completes preliminary and annual evaluations of addiction and mental health counselors
Provide after-hours (to include evenings and weekends) crisis and operational coverage, which is shared with other members of the residential leadership team on a rotating basis.
Has ability to independently anticipate both patient and staff needs and use both change management skills to manage change in a fast-paced residential environment
Demonstrates the ability to assist the residential team in making trauma-informed and timely decisions in response to daily needs of patients.
Ensure effective, detail-oriented, and timely communication to all stakeholders (to include departmental leaders, direct service staff, and patients) of any changes in daily operations and to manage consistency in daily operations
Professional and Ethical Responsibilities
In coordination with Fora’s Quality Manager and Clinical Director, adheres to Federal and State laws and agency policies and procedures regarding the treatment of substance use and mental health disorders.
Recognizes the importance of individual differences that influence patient behavior and apply this understanding to clinical practice.
Develops and utilizes strategies to maintain one's own physical and mental health.
Maintains any licensure held at time of hire.
Serves as a role model for staff and patients by demonstrating ethical behaviors, effective communication and suitable problem-solving skills.
Program Clinical Team Responsibilities
Develop agenda items, own invites, and facilitate treatment team and clinical supervision meetings, to include oversight of follow through with intervention plans.
Actively builds, strengthens, and maintains effective working relationships with leaders in all Fora programs (to include outpatient, family therapy, peer mentors, facilities, kitchen, front desk, and medical)
Responds to verbal and written communication in a timely and complete manner indicating plans, target dates and feedback mechanisms.
Communicates and collaborates effectively with staff from other departments.
Maintains cleanliness and safety of work environment.
Attends Health & Safety meetings, Quality Improvement, and Leadership meetings, as assigned.
Attends All Staff and Residential All Staff meetings and other meetings as assigned.
Completes and follows up on all Incident Reports and Grievances in a timely manner.
Maintains flexibility in scheduling to meet changing needs of program, setting, and team environments. Periodic adjustment of work schedule and overtime may be required.
Participates in development of and working toward department quarterly and annual goals.
Monitor clinical documentation for accuracy, timeliness, and compliance with agency, state, and federal regulations.
Performs special projects and other duties as assigned.
SUPERVISORY FUNCTIONS
This position directly supervises CADCs and QMHPs on a multidisciplinary residential clinical team.
QUALIFICATIONS
A minimum of 2 years of supervisory experience in behavioral health care environment, preferably in a residential setting
CADC II or higher required
Master’s degree in social work or counseling and QMHP preferred
LPC, LCSW, or LMFT preferred
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED
Proficient in Microsoft Office applications.
Communicate information effectively in writing and verbally.
Strong organization skills and attention to detail.
Maintain confidentiality of sensitive information and documents.
Excellent organizational and team-building skills
Model conduct, teamwork, performance, communication, behavior, and ethical expectation standards.
Social perceptiveness and service orientation.
Advanced understanding of team dynamics and building a team.
Advanced understanding of SUD treatment
Knowledge and understanding of evidence-based practice including MI, ASAM 4th Edition, DSM 5, DBT and CBT
Understanding of the principles of 12 step recovery
Ability to demonstrate and utilize self-awareness
Understanding of substance use and mental health disorders and symptom presentation
Understanding of trauma informed care
OTHER REQUIREMENTS
Verification of Sobriety, per Oregon Administrative Rules (OAR) standards
DHS Background Check Approval
Successful completion of Drug Test upon hire
Documentation of Tuberculian test and/or evaluation with negative results or evidence of non-communicability
WORKING CONDITIONS
This position generally works in an indoor office environment with infrequent travel between sites, off site or to special events.
Position requires on-call availability to respond to emergency situations during off-duty hours.
Position requires some overtime, including evening and weekends hours.
