Position Summary

The Residential Rental Enforcement Officer is responsible for ensuring compliance with city ordinances regulating residential rental properties. The position investigates complaints, identifies unlicensed or unlawful rental activity, educates property owners and tenants, and enforces applicable codes to protect neighborhood integrity, housing safety, and quality of life.

Anticipated Starting Pay: $24.39 to $28.96 per hour; additional pay depending on experience

FLSA Status: Non-Exempt

Schedule: Full time, 40 hours per week, 4x10 Monday - Thursday

Essential Duties and Responsibilities

• Conduct proactive and complaint-based inspections to identify illegal or unlicensed residential rental properties.
• Investigate potential violations of zoning, building, and rental licensing codes.
• Issue notices of violation, administrative citations, and other enforcement actions in accordance with city ordinances and procedures.
• Maintain accurate records of inspections, correspondence, enforcement actions, and case files.
• Respond to inquiries and complaints from residents, property owners, tenants, city administration, and city council.
• Work with landlords and tenants to bring properties into compliance through education, permitting, or corrective actions.
• Coordinate with other city departments (e.g., Building Inspections, Fire, Police, Legal) on enforcement matters.
• Testify in court or administrative hearings related to enforcement actions, as required.
• Prepare written reports and updates for supervisors, city council, or other stakeholders.
• Participate in public outreach and education regarding rental regulations and other city standards.

Qualifications

• Knowledge of zoning, building, and rental licensing codes.
• Strong investigative and problem-solving skills.
• Ability to interpret and apply municipal codes and ordinances fairly and consistently.
• Excellent written and verbal communication skills.
• Ability to handle confrontational situations with professionalism and diplomacy.
• Skill in maintaining accurate, detailed records and preparing clear reports.
• Proficiency in standard office software and case management systems.
• Ability to work independently and as part of a team.

Education and/or Experience

• High school diploma or equivalent required; associate or bachelor’s degree in criminal justice, public administration, planning, or related field preferred.
• Two years of experience in code enforcement, inspection, law enforcement, or a related regulatory field preferred.

Language Skills

• English (read, write, and the use of proper grammar)
• Bilingual ability (especially Spanish) preferred.

Certificates, Licenses, or Registrations

• Valid Utah state driver’s license, or the ability to obtain one, and acceptable driving record.
• Membership in Utah Ordinance Compliance Association (UOCA) is encouraged.
