The Right of Way Agent is responsible for interpreting and reviewing transportation project plans and property title histories, then using the information to draft legal documents for the acquisition of property and easements. In addition to possessing strong written and verbal communication skills, qualified candidates should be highly organized, have experience with property title documents and other real estate acquisition procedures, and be familiar with plans, profiles, cross-sections, and property descriptions.
This position will work in office, with potential for some telework based on the needs of the team.
As of July 12, 2026, the step 1 rate for pay grade 22 will be $26.50 per hour and the step 15 rate will be $41.37 per hour.

Work is performed both in office and field settings and involves significant interaction with property owners and local officials. Assignments will require travel throughout the State. Some evening or overtime work is required. Private means of transportation is required. Certain property and relocation projects may evoke strongly differing opinions and emotional reactions.
Three (3) or more years of experience in real estate, property management, or related field.
OR
One (1) year of experience as a Right of Way Agent II.
College coursework or training in real estate, surveying, general contracting, or related field.
Experience with negotiating, property acquisition, or property management.
Ability to read detailed highway plans and to understand and create legal documents.
Ability to work with property owners and local officials.
A valid driver’s license is required.
