Job Description - Right of Way Foreman: Full-Time




JOB SUMMARY


The Public Works Right of Way Foreman performs a variety of skilled maintenance work, and operates a variety of equipment in the construction, operation, repair, maintenance, and replacement of street and storm drainage facilities and systems. Supervises a crew in maintenance and improvement of the storm drainage system of the City. Responsible for keeping all storm drain inlets in clean working order. Repairs and replaces inlet grates, manholes, valley gutters and outfalls. Responsible for maintaining and repairing all types of signage located on right of ways and street signage throughout the City.


 


ESSENTIAL JOB FUNCTIONS



  • Performs required labor and supervises crews in construction and maintenance projects, including pavement cutting, ditch digging, manhole cleaning, storm sewer pipe repair, laying and backfilling.

  • Schedules and supervises annual storm drain cleaning preventative maintenance. Using CDL to operate or assign personnel to work with heavy equipment.

  • Documents all aspects of the annual storm drain preventative maintenance including sketches and shop drawings. Tracks Progress and drafts reports for leadership.

  • Performs routine inspection and preventive maintenance on assigned equipment and refers defects or needed repairs to supervisor; ensures that equipment is clean and in good working order and ready to work.

  • Insures the proper maintenance of equipment and tools by cleaning and checking equipment and tools after use.

  • Drives trucks of various sizes and weights in the loading, hauling and unloading of various equipment, gravel and sand.

  • Inspects and/or repairs streets and drainage systems at frequent intervals to insure that all aspects of the systems are functioning properly.

  • Performs all duties in conformance to appropriate safety and security standards.

  • Operates a variety of power construction and maintenance equipment used in the street department.

  • Works with the Public Works Inspector to solve problems and concerns within the right of ways and roadways city wide.

  • Works with homeowners and businesses to improve and solve drainage issues.

  • Provides daily updates and reports to the Assistant Public Works Director and Public Works Director.

  • Performs and supervises road repair as needed with black top and gravel.

  • Supervises contractors and sub-contractors on city projects.

  • Reports unpermitted construction projects to supervisors.


 


SECONDARY JOB FUNCTIONS



  • Performs other related duties as assigned.

  • Assists in planning and estimating materials and labor needed for city projects.

  • Trains employees on construction skills and processes.

  • Serves on various employee or other committees as assigned.

  • Performs placement of traffic control barrels, barriers and barricades.

  • Operates front end loaders and tractors as assigned.

  • Performs minor electrical work to replacement of plugs and outlets when needed.

  • Trains other staff when assigned.

  • Serve as a mentor to other employees to enhance employee growth and development opportunities.


 


FISCAL BUDGET RESPONSIBILITY



  • Responsible for adhering to all City of South Padre Island Purchasing Policies while performing purchasing tasks.


 


QUALIFICATIONS


Education:



  • Requires a high school diploma or equivalent.


Experience:



  • Experience in electrical, plumbing, HVAC systems, road construction or concrete finishing is preferred; or any equivalent combination of education and experience, equivalency to be determined by the City.


Licenses or Certifications:



  • A valid state CDL driver’s license or ability to obtain a CDL certification within six months of employment.


Special Requirements:



  • Bilingual: Spanish and English preferred.


Knowledge, Skills and Abilities:   



  • Skill in operation of some of the listed tools and equipment.

  • Ability to perform heavy manual tasks for extended periods of time.

  • Ability to work safely and supervise staff to ensure public and staff safety.

  • Ability to establish and maintain effective working relationships with employees, other departments and the public.

  • Ability to understand and carry out written and oral instructions.

  • Ability to solve problems and find solutions to problems.

  • Ability to learn skills to operate storm drainage cleaning equipment and supervise annual storm drain cleaning projects.


 


TOOLS AND EQUIPMENT USED


Dump truck, pickup truck, utility truck, tractor, front end loader, tamper, plate compactor, saws, pumps, propane kettle, compressors, sanders, generators, common hand and power tools, push and riding mowers, shovels, wrenches, detection devices, mobile radio, telephone, and ditch witch.

While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or controls and reach with hands and arms.  The employee frequently is required to stand and talk or hear.  The employee is occasionally required to walk; sit; climb or balance; stoop, kneel, crouch, or crawl; and smell.


The employee must frequently lift and/or move up to twenty-five (25) pounds and occasionally lift and/or move more than one hundred (100) pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.



WORK ENVIRONMENT


The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.  While performing the duties of this job, the employee regularly works in outside weather conditions.  The employee frequently works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration. The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is usually loud.
