Job Description - Risk Manager

About the Position 


We’re seeking a Risk Manager to support large, heavy-civil infrastructure programs—including highways, roads, bridges, transit (including rail and bus), and airport projects delivered through both traditional and alternative methods. The primary focus is to identify, assess, mitigate, monitor, and communicate risks, ensuring alignment with organizational policies and regulatory requirements. The role requires working closely with project managers, functional managers, and other key stakeholders to ensure that risks are effectively managed, and projects are being built safely and delivered on schedule, on budget, within scope and in conformance with applicable regulations and guidelines. 


This is a long-term, part-time, on-site position located in San Francisco, CA. 


Responsibilities 



  • Provide professional risk expertise in the management of an FTA-funded major capital transit project. 

  • Serve as the technical resource and subject matter expert in risk assessment and mitigation. 

  • Develop and implement risk and contingency management plans, procedures, support documentation, conduct workshops, performance indicators and reporting metrics, based on best practices.  

  • Develop Risk Breakdown Structure, identify program and project risks, and carry out qualitative and quantitative risk assessments with mitigation strategies identified. 

  • Manage and maintain Risk Register, analyze risk data, and generate reports for stakeholders, highlighting key risks and proposed actions. 

  • Provide training and support to project teams on risk management principles and tools. 

  • Manage the risk management process for projects in collaboration with risk management committees. 

  • Perform Qualitative and Quantitative Risk Analyses to establish cost and schedule budget contingency. 

  • Manage project contingency in coordination with risk management committees and change control teams. 

  • Manage risk mitigation, collaborating with risk owners and project teams, establishing risk mitigation strategies, and action plans with due dates. 

  • Ensure that all FTA requirements and guidelines are compiled with, especially the requirements of Oversight Procedure OP40, Risk and Contingency Review.

Minimum Qualifications 



  • Bachelor’s degree in engineering, architecture, economics, computer science, statistics, business management, or related field, or equivalent combination of education and experience. 

  • 10+ years of risk management experience in lead positions on large projects, preferably involving heavy civil work, passenger rail or related transportation modes. 

  • Familiarity with FTA Risk Management procedures and practices. 

  • Expert knowledge in performing probability modeling using factoring and Monte Carlo simulations for risk analysis calculations. 

  • Strong understanding of risk management frameworks and methodologies, such as ISO 31000 or similar. 

  • Proficiency with risk assessment tools and software (such as Acumen Risk, Primavera Risk Analysis etc.). 

  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, etc.). 


Preferred Qualifications 



  • Master’s degree in engineering, architecture, economics, computer science, statistics, or business management. 

  • Active professional certifications such as PMI-RMP, AACE DRMP, CCP, PMP (PMI) or FRM (GARP).  

  • Knowledge of local and federal codes, standards, and procedures. 


Compensation Details 


The salary range listed for this role is $125k-$195k/year ($60-$94/hour). Please do not let our salary range deter you from applying if you are interested in the role. The final salary offered will be based on multiple factors and thoughtfully aligned with each candidate’s level of experience, breadth of skills, total education achieved, certifications/licenses that have been obtained, geographic location, etc.
