Road Assistant Superintendent

Department: Road Department
Reports To: Road Supt/County Judge
Location: 5555 Cynamide Road, Benton, AR 72015
Safety Sensitive: This position is designated as safety/security sensitive and is subject to pre-employment, reasonable suspicion and random drug and alcohol screening.
GENERAL DESCRIPTION OF POSITION
Under general directions, provides overall decisions, directions, assignments, and supervision over the County's Road Department and its employees; responsible for formulating responses to public inquires and requests for service; performs related duties as required. This position is designated as a "safety sensitive position" as defined by Act 593 of 2017.
ESSENTIAL DUTIES AND RESPONSIBILITIES
1. Provides leadership to department personnel; including interacting with all team members, evaluating employee performance and giving assistance and input to the Superintendent for promotions, demotions and disciplinary action as needed.
2. Gives input on prioritizing and assigning daily job assignments for Road Department personnel and equipment used.
3. Assists Supervisor with field operations by overseeing scheduling, progression and completion of all department work activities to include construction, reconstruction and required maintenance of roads and bridges. Inspects all job site for work quality and ensures employee safety.
4. Works with the Superintendent to prepare an annual budget, annual road financial reports, as well as the purchasing of equipment, progress on projects/grans and reviews/monitors expenses of the department as necessary.
5. Assist in the supervision of the operation, allocation and maintenance of departmental equipment and materials and monitors maintenance of such including all appropriate records.
6. Works with FEMA and other state agencies in time of disaster.
7. Works with the Superintendent to create bid specifications for projects and review submitted bid specifications for equipment and materials to ensure compliance with all regulations, construction requirements and budget constraints. Attends bid openings to review bids and gives input toward awarding such bids based on compliance with specifications.
8. Inspects and consults with the County Engineer and the Road Project Inspector on all new road construction and road projects, such as bridges and other projects, to make sure that the roads meet the requirements set forth in the Master Road Plan.
9. Requires regular attendance and must be available during inclement weather incidents.
10. This position may require some travel and attendance at meetings as requested by the County Judge.
11. Attend County Judge’s monthly staff meetings.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
EDUCATION AND EXPERIENCE
- The incumbent must have a high school or General Education Degree (GED).
- Broad knowledge of a materials, methods, and equipment used in the maintenance, construction and repair of County roads.
- 7 to 8 years related experience and/or training.
- 5 years related management/supervisory experience.
COMMUNICATION SKILLS
Ability to speak effectively before groups of customers or employees. write reports, business correspondence, and policy/procedure manuals and effectively present information and respond to questions from groups of managers, clients, customers, and the general public as well as respond to complex or difficult inquiries or complaints from the public, regulatory agencies, or members of the business community.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply and divide numbers. Ability to perform mathematical skills using money and other forms of measurement.
CRITICAL THINKING SKILLS
Ability to solve practical problems and deal with a variety of known variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, or diagram formats.
REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a Class “A” Commercial Driver’s License before and during employment; must be registered in the Federal Motor Carrier Safety Administration (FMCSA) Commercial Driver’s License Drug and Alcohol Clearinghouse in order to ensure the driver is not prohibited from performing safety sensitive functions.
SOFTWARE SKILLS REQUIRED
Intermediate proficiency with MS Excel and Word.
RESPONSIBILITY FOR WORK OF OTHERS
Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include but not limited to interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.
Supervises and manages multiple departments through 3 to 5 supervisors who supervise 50+ employees who are engaged in diversified activities.

Extensive contacts with various diversified sectors of the public environment; wherein, the contacts are of major importance and failure to exercise proper judgment can lead to substantial losses to the organization.
EMPLOYEE CONTACT
Continuous contacts frequently involving difficult negotiations which require a well-developed sense of strategy and timing. Involves contacts with senior level internal officials.
USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS
Regular use of highly complex machines and equipment; proficiency in MS Word and excel.
WORKING CONDITIONS
Outside working environment, wherein there are extremely disagreeable working conditions most of the time.

ADDITIONAL INFORMATION – KNOWLEDGE, SKILLS AND ABILITIES
- The Assistant Superintendent has frequent contact with department personnel and the general public and must possess the ability to consistently display a professional attitude and appearance.
- This position may involve irregular hours and must be available during inclement weather events.
- This position will involve some travel and/or work maybe extended into evening/night hours to attend meetings or conferences as directed by the County Judge.
- Considerable knowledge of the County budget process.
- Knowledge of the County safety policies and procedures.
- Broad knowledge of materials, methods and equipment used in the maintenance, construction and repair of County roads and bridges.
