Safety Sensitive:                    This position is designated as safety/security sensitive and is subject to pre-employment, reasonable suspicion and random drug and alcohol screening.

GENERAL DESCRIPTION OF POSITION

The foreman works under the direction of the Assistant Superintendent and Superintendent.  They are responsible for overseeing the maintenance, repair, and construction of public roads and infrastructure, ensuring that projects are completed safely, on time, and within budget.  Occasionally interacting with residents to address complaints.  This position is designated as a "safety sensitive position" as defined by Act 593 of 2017.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Recognize and communicate to the assistant and road superintendent any priority projects or problems such as employee or job costing issues and complaints from the public.


2. Supervise employees and prioritize work.


3. Act as a liaison between employees and assistant road superintendent.


4. Ensure that proper safety and incident reporting procedures are followed, bring problems to the attention of the superintendent.


5. Direct and lead workers engaged in paving and/or construction activities.


6. Supervise crews to obtain top quality workmanship, efficiency, employee satisfaction, morale, communication, commitment, and teamwork.


7. Analyze and resolve workers problems and recommend motivational plans.


8. Regularly communicate with maintenance staff about repair and maintenance needs on all major pieces of equipment on assigned jobs.


9. Relate to the public in a professional, courteous and respectful manner, appropriately responding to his/her complaints.


10. Works under direction of the OEM during times of emergency and disaster.


11. Attends department meetings, functions and training as required.


12. Perform any other related duties as required or assigned.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.

EDUCATION AND EXPERIENCE

High school or GED, plus specialized schooling and/or on the job education in a specific skill area; e.g., equipment operation, heavy equipment, road construction, etc., plus 6 years related experience and/or training, and 5 years related management experience, or equivalent combination of education and experience.

REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS

• Required to pass a physical and pre-employment drug screen and random drug screens throughout employment with Saline County.


• Possess a Class A CDL prior to employment and required throughout employment; must possess knowledge of equipment operations for numerous pieces of machinery.
  


• Registered under the Federal Motor Carrier Safety Administration Drug & Alcohol Clearinghouse and give consent to Saline County or Saline County’s third-party administrator to conduct a full query to check if prospective employees are prohibited from performing safety-sensitive functions such as operating commercial motor vehicles due to an unresolved drug and alcohol program violation.  An annual query is conducted on all CDL employees.

RESPONSIBILITY FOR WORK OF OTHERS

Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities may include but not limited to interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.

Supervises an extra-large group (25+) of employees who are engaged in similar activities in one or more departments.

Supervises the following departments: Road Department employees

USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS

Regular use of complex machines and equipment (desktop/laptop computer and software, road and production machines and equipment, driver's license/cdl, etc.)

WORKING CONDITIONS

Outside working environment, wherein there are extremely disagreeable working conditions most of the time (e.g., Hot mix paving in constant sun).

The noise level in the work environment is usually loud.

ADDITIONAL INFORMATION

The position involves regular and irregular hours needed to perform construction related duties. Work hours may be extended in the event of emergency, disaster, manpower shortage, workload, or work-in-progress. On-call duty is required and rotated on a weekly basis.

This job description does not constitute an employment agreement between Saline County and the employee and is subject to change by the employer if the need of the employer and requirements of the job change.

ROAD FOREMAN

• Starting at a rate of $62,081 annually for a new hire.


• Promotional rate of $68,979 annually for an established employee (an individual who has been a full-time Saline County employee for more than 90 days).


• Applicants are required to pass a pre-employment physical and drug screen along with random drug screens throughout employment with Saline County.


• This position is scheduled to work Monday/Thursday, 6:30 AM to 4:30 PM with holidays off, dependent upon workload and inclement weather.  This position is considered an essential employee during a weather event and required to report to work as scheduled. 


• This position is designated as a “safety sensitive” position as defined by Act 593 of 2017. An essential function of this position is the ability to work in a contact state of alertness and in a safe manner.


• The applicant must be registered on the FMSCA Commercial Driver’s License Drug and Alcohol clearinghouse prior to employment or after obtaining a CDL to ensure the driver is not prohibited from performing safety sensitive functions.

• Group health, dental and life insurance is paid by the County for the employee’s coverage provided the employee obtain a wellness check within designated timeframe. 


• For employee retirement, the County contributes 15.32% per pay period of the employee’s gross towards the employee’s retirement through the Arkansas Public Employees’ Retirement System.
