Safety Sensitive:                  This position is designated as safety/security sensitive and is subject to pre-employment, reasonable suspicion and random drug and alcohol screening.


 


GENERAL DESCRIPTION OF POSITION


This position reports to the Road Superintendent and is responsible for managing the maintenance, upkeep and operations of the public grounds owned by Saline County.  The role involves overseeing a team of workers, ensuring that the property is safe, attractive and functional for public use.  This position is designated as a "safety sensitive position" as defined by Act 593 of 2017.  An essential function of the position is the ability to work in a constant state of alertness and in a safe manner.


 


ESSENTIAL DUTIES AND RESPONSIBILITIES



  1. Supervision and management of grounds keeping staff.

  2. Schedule work assignments and ensure proper use of equipment.

  3. Oversee safety training protocols and equipment operation.

  4. Ensure grounds are well maintained.

  5. Inspect grounds regularly to identify issues like damaged equipment and hazardous conditions.

  6. Organize repairs and improvements such as tree trimming, landscaping and equipment.

  7. Assist in the management of the budget for maintenance and operations, including the purchasing of supplies and equipment needed.

  8. Ensure all operations comply with local regulations and safety standards. This includes ensuring proper use of safety protocols for workers and the public.

  9. This position requires experience with equipment such as mowers, trimmers and heavy machinery.

  10. Attends departmental meetings, functions and safety training as required.

  11. Ability to work outdoors in various weather conditions.

  12. This position will be on an on-call rotation.

  13. Perform any other related duties as required or assigned.


 


QUALIFICATIONS


To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.


 


EDUCATION AND EXPERIENCE


High school or GED, plus specialized schooling and/or on the job education in a specific skill area, e.g. construction equipment operation, heavy equipment used in road operations, etc, with 5 years related experience and/or training, and 2 years related management experience.  Management experience in this position is task oriented as well as supervising other employees.


 


COMMUNICATION SKILLS


Ability to read and understand documents such as policy manuals, safety rules, operating and maintenance instructions, and procedure manuals; ability to write routine reports and correspondence. ability to effectively communicate information and respond to questions in person-to-person and small group situations with customers, clients, general public and other employees of the organization.


 


CRITICAL THINKING SKILLS


Ability to solve practical problems and deal with a variety of known variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral or diagram formats.


 


REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS


Class A CDL required; must possess knowledge of equipment operations numerous pieces of machinery.


 


PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS


Class B CDL


 


SOFTWARE SKILLS REQUIRED


Intermediate: Accounting, Spreadsheet, Word Processing/Typing


 


RESPONSIBILITY FOR WORK OF OTHERS


Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities may include but not limited to interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.


 


Supervises a small group of employees, usually of lower classifications. Assigns and checks work; assists and instructs as required and performs same work as those supervised, or closely related work, a portion of the time. Content of the work supervised is of non-technical nature, but presents numerous situations to which policies and precedents must be interpreted and applied.


 


Supervises the following departments: Road Laborer



USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS


Regular use of complex machines and equipment (road and production machines and equipment, driver's license/cdl, etc.)



WORKING CONDITIONS


Outside working environment, wherein there are extremely disagreeable working conditions most of the time (e.g. Hot mix paving in constant sun).

While performing the functions of this job, the employee is continuously exposed to outdoor weather conditions; regularly exposed to fumes or airborne particles; frequently exposed to vibration; and occasionally exposed to work near moving mechanical parts, work in high, precarious places, toxic or caustic chemicals, wet or humid conditions, extreme cold, extreme heat, risk of electrical shock. The noise level in the work environment is usually loud.


 


PHYSICAL ACTIVITIES

Highly repetitive, highly physical. Highly repetitive type work which requires the concentrated and non-diversified physical demands of the employee.


 


The employee must frequently lift and/or move up to 25 pounds; regularly lift and/or move up to 50 pounds; continuously lift and/or move up to 100 pounds. Specific vision abilities required by this job include close vision; distance vision; and peripheral vision.


 


ADDITIONAL INFORMATION


Knowledge of traffic regulations and the practices followed in the care and safe operation of vehicles.


Knowledge of the precautions necessary to work safely with and around mechanized equipment.


Knowledge of principles of operations of motor equipment sufficient to detect defective operation and perform preventive maintenance work.


Ability to safely perform physical labor related to the operation of motorized equipment.


Skill in the operation of assigned equipment at a level to perform assigned tasks in a safe manner.


Ability to work outdoors in various weather conditions.


 


 


The position involves regular and irregular hours needed to perform construction related duties. Work hours may be extended in the event of emergency, disaster, manpower shortage, workload, or work-in-progress. On-call duty is required and rotated on a weekly basis. This position is designated as a "safety sensitive position" as defined by Act 593 of 2017.

This job description does not constitute an employment agreement between Saline County and the employee and is subject to change by the employer if the need of the employer and requirements of the job change.


 


ROAD/GROUNDS SUPERVISOR



  • Starting at a rate of $49,066 annually for a new hire/

  • Promotional rate of $51,029 annually for an established employee (an individual who has been a full-time Saline County employee for more than 90 days).

  • Applicants are required to pass a pre-employment physical and drug screen along with random drug screens throughout employment with Saline County.



  • This position is scheduled to work Monday/Thursday, 6:30 AM to 4:30 PM with holidays off, dependent upon workload and inclement weather.  This position is considered an essential employee during a weather event and required to report to work as scheduled. 



  • Opportunities for promotion are available within the department.

  • This position is designated as a “safety sensitive” position as defined by Act 593 of 2017. An essential function of this position is the ability to work in a contact state of alertness and in a safe manner.

  • The applicant must be registered on the FMSCA Commercial Driver’s License Drug and Alcohol clearinghouse prior to employment or after obtaining a CDL to ensure the driver is not prohibited from performing safety sensitive functions.



  • Group health, dental and life insurance is paid by the County for the employee’s coverage provided the employee obtain a wellness check within designated timeframe. 

  • For employee retirement, the County contributes 15.32% per pay period of the employee’s gross towards the employee’s retirement through the Arkansas Public Employees’ Retirement System.
