Job Description - Rural Outreach Recruiter



  Outreach Recruiter – Rural Postsecondary and Economic Development Grant
 
Independence Community College is seeking an Outreach Recruiter to support the Rural Postsecondary and Economic Development (RPED) Grant. This role will increase awareness of postsecondary options, recruit students from rural communities, and provide guidance throughout the college application and selection process. The Outreach Recruiter will establish long-term advising relationships with middle and high school students, supporting their transition to postsecondary education, career preparation, or employment. 


This is a full-time, 12-month grant-funded position reporting to the Project Director – Rural Postsecondary and Economic Development Grant. 



Work Schedule 
Academic Year: Monday–Thursday, 8:00 a.m.–5:00 p.m.; Friday, 8:00 a.m.–12:00 p.m. 
Summer: Monday–Thursday, 7:30 a.m.–5:00 p.m.; Fridays off 
 
Salary 
$45,600
 

Primary Responsibilities 

  • Establish and manage a comprehensive campaign to attract students to RPED programs, assessing market and recruitment trends.

  • Build and maintain relationships with students, parents, high school counselors, teachers, administrators, and other community partners.

  • Develop, coordinate, and deliver outreach programs, presentations, workshops, and recruitment activities in partnership with ICC’s Director of Recruitment.

  • Promote a variety of postsecondary pathways, including higher education programs, apprenticeships, internships, and career employment opportunities.

  • Compile, assess, and interpret recruitment data and event outcomes; prepare reports for the Project Director.

  • Actively contribute to achieving the RPED Grant goals:
      
    Goal 1: Increase the number of rural students served by direct student services supported by the grant 
    Goal 2: Increase the enrollment rate at Independence Community College from year-to-year 
    Goal 3: Increase the number of rural students who transfer to four-year institutions or obtain a degree or certificate of completion 
    Goal 4: Increase the percent of rural students who enter a paid internship, apprenticeship, or employment 
    Goal 5: Strengthen Cross-Agency Coordination – collaborate with KansasWorks and Independence Work Center to identify prospective employers and industries who seek workers for in-demand, high skill, and high wage trainees and employees. Develop apprenticeship, internship, and employment opportunities for rural students. Coordinate with ICC Fab Lab in developing, scheduling, and presenting the Mobile Fab Lab. The Mobile Fab Lab will make visits to rural schools and the Delaware Indian Tribe, based in Caney. Collaborate with William Inge Center for the Arts to schedule visiting workshops and performances. 



  • Participate in on-campus and community outreach events to promote Rural Postsecondary and Economic Development (RPED) Grant awareness.

  • Perform other duties as assigned by the Director of Rural Postsecondary and Economic Development (RPED) Grant.


Minimum Qualifications
 

  • Bachelor’s degree required

  • Two years of work experience

  •  Recruiting students or clients

  •  Building and maintaining partnerships with schools, organizations, and community members

  •  Planning and executing recruitment campaigns and outreach activities

  • Working with middle and high school populations.

  • Valid driver’s license and the ability to provide a copy of or authorization for a Motor Vehicle Record (MVR).


Preferred Qualifications
 

  • Knowledge of rural community dynamics and postsecondary access challenges.

  • Experience in career advising or placement, including apprenticeships and internships.

  • Familiarity with higher education enrollment processes and student success strategies.


Knowledge, Skills & Abilities
 

  • Strong interpersonal communication and presentation skills.

  • Excellent organizational, time management, and problem-solving skills.

  • Ability to engage in one-on-one and group settings.

  • Data collection and reporting skills for tracking recruitment outcomes.

  • Capacity to manage multiple priorities and travel to rural schools and communities.

  • Commitment to ICC’s mission of serving students and fostering community partnerships.


Working Conditions
 

  • Moderate travel to rural schools and community events required.

  • Light physical work, including occasional lifting up to 20 lbs.

  • Combination of office and field-based work environments.



 



Compensation: $45,600.00 per year
