Internal Opportunity: Repsol has an internal opening for an S&E Manager within the Alaska Business Unit, to be based in Anchorage, AK. 

Business Unit: Alaska 
Reports To: Alaska BU Director 

Location: Anchorage, AK 
Schedule: Office-based (hybrid) with some travel

  • Domestic relocation is available for US candidates who currently reside outside of the immediate area.

Position Summary 

The Safety and Environment (S&E) Manager is responsible for leading the implementation, assurance, and continuous improvement of the S&E Management System across Alaska activities. This role ensures full compliance with regulatory requirements and corporate standards, while promoting a strong safety culture and environmental stewardship in challenging Arctic operating conditions. The position plays a critical role in managing major accident hazards, ensuring environmental protection and regulatory compliance, and providing technical S&E leadership throughout the activities of Repsol in Alaska. In particular, these activities include: 

  • Operated Exploration: Drilling and Seismic Campaigns in the AK North Slope 
  • Operated Emergency Response, including preparedness for operating cargo lifting in Valdez 
  • Non-Operated Exploration and Production in the North Slope 

Key Responsibilities 

General S&E responsibilities: 

  • Responsible for safe operations under Repsol control and for Environmental stewardship and regulatory compliance. 
  • Apply Repsol E&P’s S&E Management System to Alaska Business Unit activity. 
  • Ensure reporting of S&E metric and information to Repsol E&P and Corporate, including incidents, environmental parameters, greenhouse gas emissions, risks, etc. 

Operated Exploration projects (seismic and drilling): 

  • Define and implement Safety and Environmental (S&E) Plans
  • Assess S&E risks associated to the project/Conduct Risk Assessment Workshops 
  • Develop the Permitting Roadmap, ensure the development of environmental studies and deliverables  and interact with regulatory agencies, both Alaska State and Federal 
  • Support in the identification of stakeholders and preparation of stakeholders management plan 
  • Develop and implement S&E procedures and deliverables  
  • Coordinate bridging documents with contractors on S&E issues 
  • Conduct audits to contractors. Ensure implementation of corrective actions 
  • Perform S&E evaluation of contractors during tender processes, define S&E requirements in contracts 
  • Monitor contractor compliance with Repsol standards and requirements 
  • Contract Holder for S&E services 
  • Prepare and implement emergency response plans required for the project. Coordinate emergency drills 
  • Coordinate incident investigations. Develop lessons learned from incidents and communicate external lessons learned to project stakeholders 
  • Ensure compliance with OSHA and other Alaska Safety requirements 
  • Implement preventive observations program and analyze the trends and define corrective actions 
  • Hold S&E meetings, prepare S&E reports and supervise S&E personnel at site 

Emergency Response (cargo lifting in Valdez): 

  • Contract Holder for Emergency Response services.
  • Coordinator for emergency preparedness, responsible for the preparation and/or maintenance of the C-Plans and direct relations with the relevant authorities. 
  • Organization of drills at all levels, including the organization of full deployment drills as required by Alaska Authorities. 
  • Performs audits and assessments of ER contractors. 

Interface with Operator in Non-Operated Assets: 

  • Act as key S&E focal point with operators in non-operated assets. 
  • Challenge operator performance where needed to ensure compliance and safety excellence. 
  • Participation in Technical Committee Meetings. 
  • Monitor Operator’s performance, understand risks to Repsol and report accordingly. 
  • Audit Operator in S&E issues.  

Required Qualifications

  • Full U.S. work authorization without restrictions, conditions, or current/future sponsorship. 
  • University Degree in Science or Engineering (Wells, Industrial, Chemical, Safety or Environmental Engineering) with specialization in QS&E  
  • Proficient in S&EQ Management Systems ISO 14001, ISO 45001, ISO 9001 
  • Possess certification in NEBOSH or equivalent 
  • Successful Fit to Work clearance and maintaining FTW requirements for working in remote areas 

 

Required Experience

  •  12+ years' experience in S&E roles in Upstream O&G     
  • Field operations (drilling, production, or O&M) 
  • Leading S&E teams and programs 
  • Environmental regulations and permitting experience for projects under Alaska State and Federal regulations 
  • Experience in Arctic or extreme cold environments (e.g., Alaska North Slope, Canada, Arctic offshore) 
  • Demonstrated experience working in:  Extreme cold temperatures, Remote logistics environments, Ice/snow operations and seasonal constraints 
  • Knowledge of Alaska State and Federal Environmental regulations, including the differences between permitting and environmental regulations applicable in Alaska State and Federal Lands 
  • Knowledge of Winterization and cold-weather operational risks 
  • Knowledge of Emergency response in remote locations 
  • Knowledge of Oil spill response regulations in AK and oil spill response techniques 
  • Fluent in ICS Emergency Response
