Our History: 

TBMHC was created by founder Desmond Yanamayu with black people in mind, after realizing this diverse population experiences challenges and struggles that are unique from many other racial/ethnic groups. Because of this, he wanted to create a space where black people could feel comfortable getting counseling with someone who understood their issues. Even still, The Black Mental Health Corporations services are open to people of all ethnicities and racial backgrounds.

Position Summary

The School-Based Program Manager at The Black Mental Health Corporation (TBMHC) is a licensed clinician responsible for the operational and clinical leadership of the agency’s school-based mental health services. This individual oversees Behavioral Intervention Specialists (BIS) and School-Based Therapists, ensuring high-quality, culturally competent care is provided to youth and families. The Program Manager facilitates staff development, ensures compliance with OHMHAS and CARF standards, leads quality assurance initiatives, and builds strong collaborative relationships with school personnel and stakeholders.

Essential Duties and Responsibilities

Clinical Supervision and Oversight

• Provide weekly clinical supervision to School-Based Therapists and Behavioral Intervention Specialists.
  Review and co-sign clinical documentation, including progress notes, treatment plans, and risk assessments.
  Monitor caseloads, clinical outcomes, and documentation compliance within TBMHC’s electronic health record system (Athena).


• Ensure fidelity to trauma-informed, healing-centered, culturally competent practices.

Program Operations and Management

• Coordinate service delivery across all assigned school sites to ensure appropriate staffing and student coverage.


• Develop and maintain data systems to track key performance metrics, including service utilization, client progress, and staff productivity.


• Lead weekly staff meetings and monthly professional development sessions.


• Create and implement systems for real-time case tracking, documentation accuracy, and treatment plan timelines.

Compliance and Quality Assurance

• Ensure program adherence to all applicable standards, including OhioMHAS, CARF, HIPAA, FERPA, and Ohio Administrative Code (OAC).


• Conduct quarterly audits and submit reports on quality improvement and outcomes.


• Maintain up-to-date knowledge of policy changes and guide staff in implementing compliance procedures.


• Lead incident reviews and ensure appropriate follow-up and documentation.

School and Community Partnerships

• Serve as primary liaison between TBMHC and school administrators, ensuring communication, collaboration, and satisfaction with services.


• Lead the acquisition of new school contracts and onboard new sites and staff.


• Attend school meetings (IEPs, student support teams, behavioral teams) as needed.


• Coordinate community resource referrals and school-based outreach initiatives, including Family Nights and educational events.

Personnel Management

• Oversee recruitment, hiring, onboarding, and training of school-based staff.


• Conduct annual performance evaluations, and administer corrective action or termination as necessary.


• Maintain staffing schedules and ensure appropriate coverage for absences, training, and transitions.


• Foster a supportive, mission-driven, and accountability-based team culture.

Training and Professional Development

• Facilitate onboarding orientation and ongoing clinical training for all school-based staff.


• Develop and maintain annual training calendars including CPR, de-escalation, documentation practices, and evidence-based interventions.


• Monitor licensure and credentialing compliance for all staff under supervision.

Required Qualifications

• Licensure: Must hold an active Ohio license as an LSW, LPC, LISW, LPCC, LMFT, or IMFT.


• Education: Master’s degree in Social Work, Counseling, Psychology, or related behavioral health field.


• Experience: Minimum of 3–5 years working in school-based mental health or child/adolescent behavioral health. Supervisory experience is strongly preferred.


• Strong understanding of trauma-informed care, case management, and the Nicholas Hobbs Re-Education Principles.


• Familiarity with Ohio Medicaid documentation and service codes (e.g., CPST, TBS, Therapy).


• Proficiency with EHR systems (Athena, Credible, etc.) and Microsoft Office tools.


• Demonstrated ability to manage multi-site programs and diverse teams.

Preferred Competencies

• CARF accreditation knowledge or experience.


• Quality assurance/data analysis experience.


• Strong interpersonal, communication, and conflict resolution skills.


• Ability to navigate complex school environments with professionalism and diplomacy.


• Capacity to balance clinical oversight with operational execution.
