So, what will the Senior Capability Assessments, Experimentation & Future Requirements Analyst at Terrestris do?
As the Senior Capability Assessments, Experimentation & Future Requirements Analyst you will provide high-level analytical and technical support to the U.S. Navy’s Surface and Mine Warfighting Development Center (SMWDC) HQ. This role focuses on capability development, warfighting gap analysis, requirements generation, and support to fleet experimentation and future warfare initiatives aligned with SMWDC’s mission to advance lethality and tactical proficiency of the Surface Force.
What does a typical day look like for the Senior Capability Assessments, Experimentation & Future Requirements Analyst?
You will:
- Support SMWDC HQ, FFC, CPF, CNSF and OPNAV in
capability assessments across all SMWDC-owned mission area capabilities. - Support, assist, review and make 16 recommendations to
ensure all requirements are anticipated and scope enables program execution. - Develop issue papers supporting future requirements to
improve advanced training by conducting assessment of investments that compares
POM requirements to actual execution and delivery in the applicable budget
year. - Develop plans and programs that will improve war
fighting performance and readiness of the surface forces and integrate those
requirements into the SWTC, IPCL, FTW, SURFRG, and other formal budgeting
plans. - Review, comment, and draft Fleet Warfighting Concepts
of Operation (CONOPS), Concepts of Employment (CONEMP), and other operational
requirements documents. For example, Fleet CONOPS, Tactic, Techniques, and
Procedures (TPP), Tactical Bulletins (TACBULS), Trainer Requirements Documents
(TRD), Fleet Commander and Force Commander Instructions, etc. - Evaluate, assess and monitor unit-level mission area
readiness and operational capability through direct observation or indirect
analysis of performance metrics to support units’ preparation for, and
completion of the advanced training phase. - Evaluate, assess and monitor Navy Component Commander
(NCC), Numbered Fleet Commander (NFC), Joint Maritime Component Commander
(JFMCC), and/or Commander Task Force (CTF) staff mission area readiness and
operational capability through direct observation or indirect analysis of
performance metrics when required/requested by higher headquarters during
accomplishment of the surface forces’ advanced training phase. - Contribute, support and assist in the Fleet
Collaborative Team (FCT) to provide detailed technical and tactical
recommendations to support the process and products of the Warfare Improvement
Program (WIP) and the development of the SMWDC IPCLs. - Conduct analysis of Fleet Wholeness trends and
projects. Work in coordination with Fleet offices to identify operational
requirements and in cooperation with Fleet Training agents and program resource
sponsors to determine improvements necessary to meet Fleet Wholeness and
readiness objectives. - Monitor trends in operational proficiency and
training/readiness shortfalls to determine where Force Wholeness and readiness
improvements are needed/required. - Source trends from SWATT performance results, post
event data analysis working groups, DRRS, event observations, Fleet input, and
other programs. - Compile, analyze, and consolidate technical
information into clear, understandable documentation; support analysis of
programmatic performance metrics. - Conduct assessment of current IAMD, SUW, ASW, AMW, and
MIW systems and develop tools to refine existing activities. - Develop, contribute, support, assist, review and
monitor inputs to the Fleet Experimentation (FLEX) program in order to test new
technologies, conduct risk reduction measures, and refine tactical guidance as
required by OPNAV, FFC, CPF, CNSF, and other higher headquarters. - Produce detailed analysis reports that accurately
display the metrics and provide recommended solution for any new technologies. - Support, assist, review and monitor Technical and
Modernization Working Groups, Knowledge sharing networks, SURFRG Working
Groups, and Surface Warfare Enterprise initiatives. - Prepare reports, summaries, observations and decisions
points and to document organizations assigned action and responsibilities. - Provide analytical and technical analysis for impact
studies, operational cost/benefit analysis, dependency models, and project
tracking that support capability assessments, experimentation and future
requirements tasks. - Provide expertise in program planning and risk
identification, recommend management and mitigation activities. - Support Fiscal Year data calls, with specific emphasis
on Program Objective Memorandum (POM) Department of Navy (DON), and Presidents
Budget activities. - Evaluate and provide feedback on surface force mission
area continuums (AMW, IAMD, MIW, Surface ASW, SUW) annually prior to POM
submission in support of updating the POM issues. - Draft white papers, issue papers, concept papers,
impact statements, technical reports, meeting summaries, or other material that
document results meetings or analyses, and/or pertinent issues relating to
SMWDC Planning or capability activities.
What qualifications do you look for?
You might be the professional we’re looking for if you have:
- Authorization to work in the U.S. permanently without sponsorship.
- An Active Secret Clearance.
- A Bachelor’s degree in Defense Studies, Systems Engineering,
Political Science, Military History, or a related field; Master’s degree preferred. - A minimum of (15) years of recent experience as a Qualified SWO.
- A minimum of (5) years of recent experience in technical writing,
writing Project Objective Memorandum (POM) issue papers, dualies, CONOPS,
CONEMPS, or similar documents. - Knowledge of and/or experience with the U.S. Fleet Forces
Warfighting Improvement Process (WIP). - Experience within the last (8) years on the OPNAV Staff in the N8
or N9 branch, or equivalent. - Knowledge of and/or experience with the DoD Acquisition process.
- A minimum of (5) years of recent experience with and proficiency in
Adobe Acrobat and Microsoft Office Suite Applications (PowerPoint, Excel, Word,
Teams, Outlook, Sharepoint).
We are extra impressed by folks with:
- Experience supporting SMWDC, NWDC, OPNAV N9/N7/N8, or related Navy
warfare development organizations. - Prior military service, especially in surface warfare or warfare
development communities. - Familiarity with naval operational planning, CONOPS development,
or campaign-level analysis. - Experience using wargaming and modeling/simulation tools for
capability assessment.
