Position Overview
TACFI Consulting, LLC is seeking experienced Air Force, Air National Guard, Department of Defense, and Security Forces professionals for multiple full-time analyst positions supporting the National Guard Bureau, Air National Guard Security Forces Division (NGB/A4S).
These positions will provide enterprise-level analytical, programmatic, operational, readiness, resource, equipment, force protection, compliance, and technical support to Air National Guard Security Forces units and leadership.
TACFI is recruiting for the following six functional specialties:
- Requirements & Equipment Senior Analyst
- Programming & Resources Analyst
- Antiterrorism / Force Protection Senior Analyst
- Defensive Base Operations / ESS & IT Analyst
- Compliance & Workflow Analyst
- Readiness Analyst
These positions are all contingent on contract award
Candidates do not need to qualify for all six functional areas. Applicants will be considered for the position or positions that best align with their professional background, Security Forces experience, technical expertise, and applicable systems knowledge.
General Responsibilities
Depending on the position, selected personnel will be responsible for:
- Providing analytical and program-management support to ANG Security Forces programs.
- Reviewing and supporting development of policies, procedures, instructions, guidance, and program documentation.
- Collecting, reconciling, validating, analyzing, and reporting operational and program data.
- Identifying trends, deficiencies, capability gaps, compliance issues, and recommended corrective actions.
- Preparing reports, briefings, presentations, visualizations, recommendations, and other Government deliverables.
- Maintaining functional-area continuity books and program documentation.
- Supporting equipment, manpower, funding, readiness, force protection, technology, and other Security Forces program requirements.
- Coordinating with NGB functional managers, ANG field units, MAJCOMs, Headquarters Air Force, the Air Force Security Forces Center, and other DoD stakeholders.
- Supporting working groups, meetings, conferences, assessments, site visits, and training activities.
- Preparing After-Action Reports and other required program documentation.
- Managing multiple Government taskers and suspense requirements.
- Maintaining required Government information-system access.
- Traveling to ANG, USAF, Government, or commercial locations when authorized.
Available Functional Areas
1. Requirements & Equipment Senior Analyst
This position supports ANG Security Forces equipment requirements, logistics, acquisition support, policy, equipment authorization, fielding, and lifecycle-management activities.
Relevant experience includes:
- ANG or Air Force Security Forces equipment and requirements programs.
- Development and maintenance of Security Forces equipment policy and guidance.
- Equipment authorization, accountability, fielding, tracking, and sustainment.
- Weapons and optics authorizations.
- Vehicles, modular ranges, force-protection equipment, and related Security Forces assets.
- Unfunded Requirement (UFR) review and compliance.
- Government market research.
- Independent Government Cost Estimate (IGCE) development.
- Test & Evaluation (T&E) coordination.
- Government requirements documentation, including IDIQ/BPA support.
- Equipment-delivery tracking and discrepancy resolution.
- SharePoint and Microsoft Teams administration.
- Coordination with ANG units, MAJCOMs, Headquarters Air Force, AFSFC, AFRC, and other stakeholders.
Experience with ARIS, ELMS, DLA FedMall, TLS, and/or PIEE is highly desirable.
2. Programming & Resources Analyst
This position supports ANG Security Forces programming, budgeting, manpower, resource allocation, financial analysis, Program Objective Memorandum development, and execution monitoring.
Relevant experience includes:
- DoD, Air Force, or ANG programming and budgeting.
- Resource management and financial analysis.
- Manpower analysis.
- Operations & Maintenance (O&M) funding.
- MILPERS execution.
- Program Objective Memorandum (POM) development.
- Unfunded Requirements.
- Resource tracking, distribution, and accountability.
- Site Activation Task Force (SATAF) actions.
- Security Forces equipment and technology funding.
- Government contract-support activities.
- Mid-year manpower reviews.
- Quarterly financial or resource status reporting.
- Coordination with NGB Functionals, ANG Corporate Process, MAJCOMs, HAF, and AFSFC.
Experience with Envision, Power BI, PBES, PDS, Checkbook, IBDSS, and/or SATAF processes is highly desirable.
3. Antiterrorism / Force Protection Senior Analyst
This position provides enterprise-level support to ANG Antiterrorism, Force Protection, Physical Security, Mission Assurance, vulnerability-assessment, and threat-management programs.
Relevant experience includes:
- DoD, Air Force, or ANG Antiterrorism/Force Protection programs.
- Security Forces AT/FP operations and program management.
- Antiterrorism Plan development or review.
- Physical Security.
- Threat analysis.
- Mission Assurance.
- Vulnerability assessments.
- Enterprise or Mission Assurance Risk Management.
- Staff Assistance Visits.
- Antiterrorism compliance monitoring.
- Identification and analysis of program deficiencies and trends.
- AT Level II training.
- Coordination with command posts, Threat Working Groups, senior leadership, MAJCOMs, and Headquarters Air Force.
- Support to JMAA, DTRA, AFNORTH, or similar organizations and activities.
Experience with MICT, LEEP/e-Guardian, AFJIS, EPRM, MARMS, the Mission Assurance System of Record, JMAA, and/or DTRA assessments is highly desirable.
4. Defensive Base Operations / ESS & IT Analyst
This position supports ANG Security Forces Defensive Base Operations, Electronic Security Systems, physical-security technology, IT, cybersecurity authorization, system lifecycle management, and Counter-small Unmanned Aircraft Systems programs.
Relevant experience includes:
- Electronic Security Systems (ESS).
- Intrusion Detection Systems (IDS).
- Integrated Base Defense Security Systems.
- Defensive Base Operations.
- Security Forces physical-security technologies.
- System inventory and configuration management.
- IT and cybersecurity requirements.
- Authority to Operate (ATO) processes.
- NIST Risk Management Framework (RMF).
- System fielding and lifecycle management.
- Counter-small Unmanned Aircraft Systems (C-sUAS).
- Government market research.
- IGCE development.
- Test & Evaluation.
- Technical requirements analysis.
- Review of Government program or system contracts.
- Development of findings, recommendations, and Courses of Action.
- Security technology acquisition and sustainment.
Experience with ESS, IDS, IBDSS, C-sUAS, ATO, NIST RMF, 10 U.S.C. § 130i authorities, IGCE development, and Government technology programs is highly desirable.
5. Compliance & Workflow Analyst
This position provides compliance, inspection, staff-action, workflow, information-management, analytical, and process-improvement support to the ANG Security Forces Division.
Relevant experience includes:
- DoD, Air Force, or ANG inspection and compliance programs.
- Security Forces inspections.
- Corrective Action Plans.
- Headquarters staff-action management.
- Workflow management.
- Information management.
- Organizational process improvement.
- Collection and analysis of statistical data.
- Data reconciliation and validation.
- QA/QC.
- Data visualization and analytical reporting.
- Identification of trends, gaps, deficiencies, and corrective actions.
- Tracking Government taskers and suspense requirements.
- Development of performance metrics.
- Preparation of monthly and annual program reviews.
Experience with IGEMS, MICT, TMT, EMS, SharePoint, Microsoft Teams, data visualization, workflow management, and/or inspection programs is highly desirable.
6. Readiness Analyst
This position supports ANG Security Forces wartime readiness, domestic-response capabilities, manpower, training, mobilization, logistics, force availability, and readiness reporting.
Relevant experience includes:
- Air Force, ANG, or DoD readiness programs.
- Security Forces readiness.
- Military readiness reporting.
- Wartime and domestic-response capabilities.
- Mobilization and deployment processes.
- Manpower and training analysis.
- Unit capability assessments.
- Readiness data collection and reconciliation.
- Analysis of capability shortfalls.
- Development of strategic or corrective plans.
- Classified and unclassified readiness reporting.
- Integration of manpower, training, equipment, and resource datasets.
- Coordination with Functional Area Managers and program managers.
- Preparation of readiness reports, visualizations, briefings, and recommendations.
- Compliance with DoD mobilization, exercise, and force-readiness requirements.
Experience with DRRS, DCAPES, ARIS, MilPDS, Envision, AFIT, TBA, GACP, CATM programs, military mobilization, and/or Security Forces FAM activities is highly desirable.
General Qualifications
Successful candidates should demonstrate experience relevant to at least one of the functional specialties described above.
Candidates must be capable of:
- Performing professional analytical and program-support activities in a DoD, Air Force, Air National Guard, military, law-enforcement, force-protection, or comparable mission environment.
- Interpreting Government policies, regulations, instructions, program guidance, and technical documentation.
- Producing clear, technically accurate reports, briefings, recommendations, and analytical products.
- Independently managing assigned tasks and Government suspense requirements.
- Working collaboratively with operational units, headquarters staffs, program managers, senior Government personnel, and other stakeholders.
- Maintaining required program records and documentation.
- Learning, obtaining access to, and operating applicable Government information systems.
- Handling sensitive information in accordance with applicable Government requirements.
- Traveling when required and authorized.
Work Schedule
Normal hours of performance are 8:00 AM–4:00 PM, Monday through Friday, excluding recognized U.S. Federal holidays and applicable Government closures.
